본 연구의 목적은 중간지원조직을 통한 지방자치단체의 공익활동 지원에 대해서 조사하고, 정책적 함의를 밝히는 것이다. 먼저, 정부와 비영리민간단체의 협력에 대한 이론 등을 검토하였고, 공익활동지원을 위한 중간지원조직에 대한 사례조사를 위한 문헌검토와 면접조사를 병행하였다. 면접조사는 서울시·부산시·대구시·광주시·대전시의 공익활동을 지원하기 위한 중간지원조직을 직접 방문하여 구조화된 질문지를 통해 질문에 답하는 형식으로 진행하였다. 면접조사는 중간지원조직과 그 지역의 시민사회의 역할과 역사 등에 대해서 가장 잘 이해하고 있는 센터장 또는 기획실장 등을 대상으로 하였다. 면접조사를 통해 특별시와 광역시의 공익활동 지원정책을 관련조례의 제정, 중간지원조직의 설치, 중간지원조직의 역할, 설립 과정에서의 공론화 과정 등을 분석하였다. 분석결과를 제3정부이론, 자원의존이론, 비영리실패이론, 사회적자본이론 등을 적용하여 해석함으로써, 정책적 시사점을 제시하였다.

This study aims to examine local government support for nonprofit activities through intermediary organization in metropolitan areas of South Korea. The research question of this study is 'What are the implications from the intermediary organizations for nonprofit activities of local government?' To answer the question, this study reviewed theories with regard to theories on nonprofit organizations such as government failure theory, third party government theory, voluntary failure theory, resource dependency theory, and social capital theory. Also, this study conducted interviews with the presidents or executive directors of the intermediary organizations in metropolitan cities in South Korea. This study provided implications with regard to legal basis of local government, the establishment and role of intermediary organizations, and deliberation process for establishing the organizations by analyzing interviews with the theories.
