비수도권의 인구감소가 급격해짐에 따라 지방자치단체는 재원의 감소, 지역사회 행정서비스의 질 저하, 지역현안사업 축소, 고용 감소 및 도시 공동화현상 등이 초래되는 위험에 처해있다. 본 연구는 현재 출산지원금 등 출산장려정책, 노인복지서비스제공 등에 초점이 맞추어져 있는 지방자치단체 현행 인구정책은 실효성이 떨어지며 실질적인 인구증대정책이 필요하다는데 문제의식을 가졌다. 이에 인구가 계속 감소추세에 있는 지방자치단체 중 하나인 강릉시를 대상으로 설문조사를 실시하고 AHP분석기법에 따라 인구증대방안의 우선순위를 결정하였다. 분석결과 주민들은 일자리가 정주지를 결정하는 가장 큰 요소임을 지적하였다. 결론적으로 지방자치단체의 인구증대방안의 방향은 일자리 제공에 주력할 것을 제안하였다. 세부전략으로 지역특화산업육성, 지역의 고유 특화된 시설개발, 차별화된 신생산업 발굴, 주요시설 주변개발, 주민생활 특화프로그램 활성화, 지역공동체활성화, 녹색환경보전을 제시하였다.

As population in the noncapital region decrease with a run, the local governments are in danger with the finances decline, local public service quality degradation, reduction of local outstanding business, decline in employment and urban emptiness and so on. This study has critical mind that the current population growth policies on local governments may be invalid because they are focusing on childbirth grant, welfare for the aged and aims at establishing the actual population growth policy. Then this study carries out a survey targeting Gangneung City diminishing in population and prioritizes the ranking population growth policy using AHP(Analytic Hierarchy Process). The analysis result shows that residents point out ‘job' as the first element on settlement. In conclusion, this study suggests that local governments need to offer residents jobs. For the detail strategies are suggested promoting the local specialized industries, developing the local distinct infrastructure, discovering the differentiated new industries, developing the surrounding of key facilities, vitalizing the residents life program, activating the community relation, and preserving the green environment.
