개인형 이동장치의 급격한 수요 증가에 따라 최근 몇 년간 개인형 이동장치 교통사고가 급증하였다. 또한 운전자의 법규위반 및 이용규칙 미준수가 사회적 이슈가 되고 있다. 본 연구에서는 개인형 이동장치의 현황과 문제점 분석을 기반으로 교통안전 확보를 위한 정책방향 도출을 목적으로 한다. 국내외 개인형 이동장치 이용규칙 비교, 교통사고 특성 분석, 운전자 인식조사를 수행하였다. 연구결과를 종합하면 개인형 이동장치 운전자의 이용규칙 인지율 및 준수율 향상을 위해서는 운전면허 및 교통안전교육을 통한 운전자 관리가 지속적으로 이뤄질 필요가 있으며, 운전자 법규위반에 대한 단속이 병행되어야 한다. 이러한 정책적 제언을 통해 개인형 이동장치의 전반적인 교통안전 제고에 기여할 수 있을 것으로 기대한다.

The number of accidents involving personal mobility devices has recently increased sharply owing to the rapid growth in demand for such means of transportation. Furthermore, driver's violation of regulations and noncompliance of usage rules concerning personal mobility devices have emerged as major societal concerns. This study aims to determine policy directions for enhancing transportation safety by analyzing the current status and challenges associated with personal mobility devices. A comparison of domestic and international usage rules for personal mobility devices, an analysis of traffic accident characteristics, and a survey of driver perceptions were conducted. Comprehensive examination of results show that sustained management of drivers through driver's licenses and traffic safety education is imperative to enhance their awareness and compliance with usage rules for personal mobility devices. Concurrently, actions against driver for violating regulations should be enforced. These policy recommendations will contribute to enhancing the safety of personal mobility devices operations and overall traffic safety.
