한국은 현재 노인 고령화와 치매 환자 증가 현상을 적극적으로 국가 차원으로 해결이 필요하며, 노인을 위한 문화복지는 우리 사회가 도달해야 할 높은 수준의 단계이다. 그동안의 사업은 분야별 독립적으로 수행하는 것에서 행정, 상설조직, 복지, 재생, 정부 지원을 고려한 복합적인 사업 접근 발전적일 것이다. 이러한 지역 사회의 숙원 사업 수행을 위한 디자인경영과 융합의 가치가 중요하다. 정부와 관련 학계에 시급한 문제는 노인 문화복지 체계와 시행을 위한 정책을 발전시키는 것이다. 기존 디자인경영의 융합 디자인경영의 필요성을 강조하며, 노인 중심에 거점을 논의하였다. 사전 연구 디자인경영의 짧은 소개를 융합 디자인경영의 필요성과 노인 중심에 거점 마련, 공동체 사업에 융합 디자인경영의 전략, 모델, 사회적 확대, 가치 순환 과정을 소개하였다. 사전 연구의 노인 문화복지 14가지 완성형 융합 체계를 기본으로 하였다. 단, 역사의 독창성, 상설조직 연계, 노인 중심 재생, 디자인경영 4가지에 없었던 중간 요소, 세부 요소, 과정을 명확히 제시하였다. 노인 문화복지 융합 디자인경영 체계 표를 기준으로 3단계 평가와 실행 과정을 제시한다. 특히, 지방 자체 단체의 평가위원회 구성을 고려하였으며, 1단계는 관련 전공자를 기준으로 요소에 대한 평가, 2단계와 3단계는 2가지 이상 분야에 경험을 가진 15년 이상 융합 전문가 집단을 통한 평가를 제시하였다. 함께 노인 문화복지 융합 디자인경영 완성형 평가 결과를 제시하였다. 그러므로 노인 문화복지 융합 디자인경영 체계와 평가를 통한 긍정적인 독창적 문화복지 모델이 노후에 일반적인 시설에 입소를 피하고 ‘익숙한 지역에서 자신답게 마지막까지’를 실현을 강조한다.
Korea currently needs to actively address the aging of the elderly and the increase in dementia patients at the national level, and cultural welfare for the elderly is a high level social target that Korea shall achieve in time. Policy projects were carried out independently for each field in the past but these will move to a more complex business approach that takes into account administration, permanent organization, welfare, regeneration, and government support. In order to carry out these long-awaited projects in the local community, the value of design management and convergence is important An urgent issue for the government and related academia is to develop policies of cultural welfare system for the elderly and implementation thereof. This thesis discusses the central foothold for the elderly emphasizing the need for the design management which is a convergence of existing design management. A brief introduction to preliminary research design management was introduced, including the necessity of convergence design management, establishing a foothold center for the elderly, and the strategy, model, social expansion, and value circulation process of convergence design management in community projects. These were based on 14 completed type convergence systems for cultural welfare for the elderly from research precedents. However, this thesis clearly presented intermediate elements, detailed elements, and processes that were absent in the four elements of historical originality, permanent organization connection, senior-centered regeneration, and design management. Based on the table of senior cultural welfare convergence design management system, a three-stage evaluation and implementation process is presented. In particular, the formation of an evaluation committee by municipalities was considered. At the first stage evaluation of elements based on personnel's whose related majors, and at the second and third stages evaluation by a group of convergence experts with more than 15 years of experience in two or more fields, were presented, respectively. Together, this thesis presented the results of a completed type evaluation of senior culture and welfare convergence design management. Therefore, a positive and original cultural welfare model through design management system and evaluation that integrates cultural welfare for the elderly, emphasizes the realization of ‘until the end as oneself in a familiar area’ and avoiding admission to elderly facilities commonly selected by the aged.
