본 연구는 류수원의 戶政論을 통하여 그 내용과 특징, 목적, 성격을 규명하고자 한다. 류수원의 호정론은 명대의 里甲制를 도입하여 백성을 편제하고 이를 바탕으로 호적제도를 바로잡는 것으로부터 시작한다. 그가 주장한 호적제도의 가장 큰 특징은 민간의 자원을 정부가 일괄 파악할 수 있도록 手實法의 원리를 도입하여 모든 재산 상황 및 변동을 기록하게 했다는 것이다. 이를 위하여 엄격한 호적편심제도의 운영과 호율의 적용을 주장하였다. 호정 개혁은 세원의 철저한 파악과 均徭米·均徭錢의 戶稅신설을 통한 재정의 안정적 운영, 호적 및 호적을 관리하는 호조를 통하여 징세체계를 일원화, 국가의 개입을 통한 공평한 과세를 목표로 하였다. 따라서 류수원 호정론은 국가의 개입력 증대가 필수적이었고 이러한 면모는 국가주의적 성격이 강했다. 그는 자신의 개혁논의가 국가주의적 개혁의 대명사인 왕안석의 신법과는 다른 차원이라고 주장하였다. 작은정부를 지향하는 신유가의 정치이념이 조선에서 우위에 있었던 경세적 입장이었다는 사실을 고려한다면 왕안석의 신법에서 거리를 두고자 하는 입장은 당연한 것이었다. 그러나 류수원의 호정론은 국가의 적극적 활동과 개입을 필수적으로 요구한다는 점에서 작은정부를 지향할 수는 없었다.
This study investigated the specific contents of Ryu Soo-won's theory of Ho Politics and analyzed its characteristics at the level of state theory. Ryu Soo-won's theory of Ho Politics begins with correcting the family registration system by introducing Lijia system of the Ming Dynasty. The biggest feature of the family registration system he argued was that it allowed the government to record all property situations and changes so that private resources could be understood collectively. To this end, they insisted on the operation of strict family registration and the application of family registration rates.
The reform of Ho Politics aimed to unify the taxation system, focus on the thorough understanding of tax sources, stable operation of finances through the establishment of a Ho tax, and improvement, and fair taxation through state intervention. Therefore, Ryu Soo-won's theory of Ho Politics had a strong statism character in that it was essential to increase the state's intervention power. He argued that his reform discussion was on a different level from Wang An-shi’s New Policy, the epitome of state political reform. Considering the fact that the political ideology of neo-Confucianism aimed at a small government was emphasized in Joseon, it was natural for Ryu soo-won to deny Wang An-shi’s accusation of the new law. However, Ryu Soo-won's theory of Ho Politics could not aim for a small government in that it required active state activism and intervention.
