본 연구는 미국의 국방전략 등 국제정치적 관점에서 유엔군사령부(유엔사)의 역사와 재활성화 요인, 전략적 가치에 대해 다루고 있다. 윤석열 대통령은 2023년 7월 27일 정전협정 체결 70주년 기념식에서 유엔사를 한반도 평화 유지와 유사시 우방국의 군사지원을 제공하는 플랫폼이라고 하였다. 이는 유엔사가 동맹·우방국들이 연대할 수 있는 다자 안보기재로서의 역할을 할 수 있음을 시사한다. 유엔사는 1950년 6.25 전쟁 발발 직후 유엔 안보리 결의에 따라 창설되었다. 이후 지난 70여년간 점진적 축소기, 정체기, 재활성화기를 거쳐, 현재는 국제화의 단계로 진화 중이다. 이는 냉전 종식 이후 미국의 전략적 중심축이 아시아로 전환되는 미국의 국방전략의 변화, 전시작전통제권 전환, 한미동맹과 미일동맹의 연결을 통한 한·미·일 안보협력 추진, 주한미군 전력규모 조정 움직임 등의 요인이 복합적으로 작용한 결과이다. 오늘날 유엔사와 유엔사 후방기지는 한반도 안보상황을 안정적으로 관리하고, 다국적군의 전력창출을 보장하며, 미국과 동맹·우방국의 전략적 투사능력을 제고하고, 한미동맹과 미일동맹을 연결시키면서 다국적 안보협력을 촉진시키는 전략적 가치를 지니고 있다. 북한의 도발과 미·중 경쟁과 갈등으로 초래된 작금의 안보상황을 고려컨대, 유엔사와 유엔사 후방기지의 전략적 가치는 더욱 증대되고 있으며, 이러한 역량을 최대한 활용하여 한반도와 역내 안보 불확실성에 대응하여야 할 것이다.

This study deals with the history, revitalization factors, and strategic values of the United Nations Command from the perspective of international politics, such as the United States' defense strategy. President Yoon Suk Yeol described the UNC as a platform for maintaining peace on the Korean Peninsula and providing military support of allies in case of emergency, at a ceremony marking the 70th anniversary of the signing of the armistice on July 27, 2023. This suggests that the UNC can serve as a multilateral security mechanism through which allies and partners can unite. The UNC was established by the UN Security Council's resolution shortly after the outbreak of the Korean War in 1950. Since then, it has undergone a gradual reduction, stagnation, and revitalization over the past 70 years, and is now evolving into a stage of internationalization. This is the result of a combination of factors such as the US defense strategic pivot to Asia, the transition of wartime operational control, the promotion of Korea-US-Japan Security Cooperation through the connection of the ROK-US alliance and the US-Japan alliance, and the movement to adjust the size of the US forces stationed in Korea. Today, the UNC and its rear bases have strategic values to manage the security situation on the Korean Peninsula in a stable manner, ensure the generation of multinational military forces, enhance the strategic projection capabilities of the US, and its allies and partners, connect the ROK-US alliance and the US-Japan alliance, and promote multinational security cooperation. Considering the current security situation caused by North Korea's provocations and US-China competition and conflict, the strategic value of the UNC and its rear bases is increasing, and it is necessary to make the most of these capabilities to respond to security uncertainties on the Korean Peninsula and in the region.
