이 연구의 목적은 마을교육공동체의 지속적인 발전에 있어 관(官)의 역할과 그에 대한 인식을 정책담당자의 관점에서 이해하는 것이다. 특히 관으로서 교육청의 역할에 대한 입장과 그에 대한 인식의 변화를 구체적으로 이해하기 위해 충남마을교육공동체포럼을 사례로 하여 연구하였다. 충남마을교육공동체 사업 경험이 있는 장학사 및 학교 교원 등을 대상으로 초점집단인터뷰를 수행하여 각종 문헌자료와 함께 분석하였다. 연구 결과, 마을교육공동체 사업 초기, 충청남도교육청은 충분히 성장하지 않은 민간 주체를 대신하여 사업을 주도했다. 하지만 도 교육청과 지역 교육지원청 장학사들은 관 주도 사업에는 한계가 있다는 문제의식을 공유했다. 충남교육청은 충남마을교육공동체포럼을 계기로 관의 역할이 주도하는 쪽에서 지원하는 쪽으로, 이후에는 민과 같은 권력을 가진 대등한 주체로 마을교육공동체 사업에 참여하기를 기대했다. 이를 위해 교육청은 사업 지향을 일관성 있게 공유하고 유지함으로써 주민 주체의 역량 수준과 관계없이 사업의 밑바탕을 유지할 기반을 마련했다. 또한, 교육청은 충남마을교육공동체포럼을 통해 성장하는 민간 주체를 일종의 중간지원조직으로 이해하여, 지역과 교육청의 가교 역할을 해주길 기대했다. 이 연구는 교육청의 역할에 주목하여 마을교육공동체 사업에서 관의 지원자 역할이 무엇인지 구체적으로 파악함으로써 마을교육공동체 사업 수행 주체에 관한 이해를 확장한다는 의의가 있다.
This study aimed to understand the role of the Office of Education in achieving the goals of the education community by conducting a case study at the Chungnam Education Community Forum. The research questions are as follows: First, how did participants perceive the Office of Education's role in establishing the Chungnam Education Community Forum? Second, how did the role of the Office of Education change when the Chungnam Education Community was established? In the early stages of the Education Community Project, the Chungnam Office of Education played a leading role in replacing insufficiently developed private entities. However, the Office of Education shared the idea that government-led projects had limitations. The Chungnam Office of Education expected that, through the Chungnam Education Community Forum, the government's role would shift from leading to supporting, and later, to participating in the project as an entity equal to the private sector. To this end, the Office of Education consistently laid the foundation for the project, regardless of the level of competence of the resident entities. Additionally, it understood the growing number of private entities acting as intermediary support organizations, expecting them to be a bridge between the region and the Office of Education. This study expands the understanding of entities implementing education community projects by identifying the supporting role of the Office of Education in the Education Community Project.
