본 연구는 학교 교육과정 설계의 지원을 위하여 초·중학교 교육 현장에서 요구하는 지방교육행정기관의 제도적 측면에 대한 개선 방향을 탐색하는 데 연구의 목적이 있다. 이를 위하여 본 연구에서는 첫째, 교육 현장의 요구를 수합·보완하기 위한 면담 및 델파이 조사를 실시하였고, 둘째, 교육 현장 요구의 일반화 가능성을 검토하고 현장 적합성을 검토하기 위한 설문 조사 및 추가적인 면담 조사를 실시하였다. 본 연구의 결과, 학교 교육과정 설계 지원을 위한 지방교육행정기관의 제도 개선 방향으로 ‘지원 방향의 명료화’를 포함한 여섯가지 항목을 도출하였다. 본 연구 결과가 교육 현장에 활용되기 위해서는 지역의 특성에 근거하여 학교 교육과정 설계와 관련된 지역별 실태 분석 및 개선 방안으로 구체화 되어야 하며, 각 지역 고유의 교육과정 자율성과 관련된 교육 정책들이 지속성을 가지고 추구되어야 할 것이다.

This study explores the direction of improvement for the institutional aspects of local educational administrative institutions required by the educational field to support the school-based curricula of elementary and middle schools. To achieve the purpose of the study, interviews and Delphi surveys are conducted to collect and supplement the needs of the educational field, review the generalization of the interviews and Delphi survey results, and supplement the field validity and feasibility of the derived survey results. Consequently, this study derives six directions for improving the system of local educational administrative agencies to support the design of school curricula. For the results of this study to be used in the educational field, first, they should be embodied as a regional analysis and improvement plan related to a school-based curriculum based on regional characteristics; second, educational policies related to curriculum autonomy unique to each region should be pursued with continuity.
