본 연구는 2022 개정 교육과정에 따른 우리나라 시·도 교육청 교육과정 편성·운영 지침(이하 ‘시·도 지침’)의 개선 방향을 제시하는 것을 목적으로 한다. 이를 위해 전국 17개 시·도 교육청 편성·운영 지침의 문서체제와 내용을 분석하고, 교육 현장의 의견 수렴을 위해 서울시교육청에서 개최한 현장 네트워크 의견 수렴토론회의 내용을 살펴보았다. 분석 결과, 시·도 지침의 많은 부분이 총론의 체제를 재구조화하거나 제시된 사항을 재확인하는 수준에서 내용을 제시하여 대체로 국가 교육과정과 유사하였다. 또한 토론회에 참석한 현장교원들은 서울시 지침의 개발 방안으로 국가 교육과정과 차별화된 지침, 지역의 특성이 담긴 지침, 필수 내용이 구체적으로 제시된 지침, 교육청의 실질적인 지원 방안이 담긴 지침 등을 제안하였고, 시스템 구축 등 지침의 활용 가능성을 높이기 위한 방안을 제시하였다. 이상과 같은 연구 결과를 종합하여 본 연구에서는 시·도 지침이 실효성 있게 개발 활용되기 위한 개선 방안으로 시·도 지침의 성격과 기능의 명확화, 내용과 범위의 명료화, 실효성 있는 자료 제시, 교육청의 연구 기능 강화, 의견 수렴 과정의 확대를 제안하였다.

The purpose of this study is to present the direction of improvement for the guidelines for the organization and operation of the curriculum of the metropolitan and provincial offices of education (hereinafter the "city and provincial guidelines") under the 2022 revised curriculum. To this end, the document system and contents of 17 city and provincial guidelines nationwide are analyzed, and the contents of the on-site network opinion-gathering debate held by the Seoul Metropolitan Office of Education are examined to collect opinions from the educational field. The analysis shows that, many city and provincial guidelines presented content at the level of restructuring the system of the general theory or reaffirming the contents presented, which were generally similar to the national curriculum. In addition, field teachers who attended the discussion proposed guidelines differentiated from the national curriculum, guidelines with regional characteristics, guidelines with detailed essential content, and guidelines with practical support measures from the Office of Education as a way to develop and utilize the guidelines effectively. This study proposes clarifying the nature and function of city and provincial guidelines and their content and scope, present effective data as an improvement plan for the effective development of city and provincial guidelines.
