ODA는 공공기관이 개발도상국의 경제발전과 사회복지 증진을 위하여 개발도상국에 제공하는 것으로 UN의 지속가능발전목표 공표 이후 과학기술이 중요한 어젠다로 부상하면서 과학기술 협력에 대한 수원국의 수요가 증가하고 있다. 이에 본 연구의 목적은 다양화되는 대외원조 정책하에서 지속가능하고 차별화된 한국의 ICT ODA 정책을 검토하기 위하여 한국의 ICT ODA가 수원국의 경제성장에 미치는 영향을 살펴보는 것이다. 이를 위하여 본 연구에서는 2007∼2021년의 패널데이터를 이용하여 정태적 추정분석과 동태적 추정분석을 시행한 결과 한국의 ICT ODA가 수원국의 경제성장에 음의 영향을 미치는 결과가 도출되었다. 본 연구는 지속가능발전목표에 따른 한국의 ICT ODA의 효과성에 대한 의미를 확인하고 효과적이고 유기적인 ICT ODA 정책이 이루어지기 위한 연구의 근거가 될 수 있을 것으로 생각된다.

ODA is provided by public institutions to developing countries to promote economic development and social welfare. Since the UN's declaration of the Sustainable Development Goals, science and technology have emerged as important agendas, leading to an increased demand for scientific and technological cooperation from recipient countries. This study aims to examine the impact of Korea's ICT ODA on the economic growth of recipient countries in the context of a diversified foreign aid policy. This paper conducted static and dynamic estimation analyses using panel data from 2007 to 2021, and found that Korea's ICT ODA negatively affected the economic growth of recipient countries. This research identifies the significance of Korea's ICT ODA in light of the Sustainable Development Goals and can serve as a basis for developing effective and coherent ICT ODA policies.
