불확실한 남북관계 속에서도 정부는 기후변화로 인한 자연재난 공동 대응 등 남북 그린 데탕트 추진과 접경지역의 그린 평화지대 방안을 밝히고 있다. 본 연구는 남북 관계가 개선되었을 때 독일과 폴란드 사례와 같은 접경협력으로 발전될 것을 기대하고 제도·정책·실행적 수준에서 접경협력 메커니즘을 분석하였다. 독일 괴를리츠(Görlitz)와 폴란드 즈고젤레츠(Zgorzelec) 간 협력은 국가 간 긴장완화가 진행된 후 화해와 협력이 바탕이 되어 경제·사회뿐만이 아니라 국경을 넘는 자연재해 예방, 기후변화 위기 대응으로까지 확장된 사례이다. 제2차 세계대전 이후 독일과 폴란드 간 관계가 정상화되며 괴를리츠와 즈고젤레츠 정책결정자 간 협력이 제도적으로 진행된 후 이를 정책적으로 뒷받침할 수 있도록 상호 간 정책 파트너로서 협력사업이 추진되었다. 괴를리츠-즈고젤리츠 도시 간 파트너십 협정의 체결과 실질적인 조정위원회 활동 등을 통해 차이를 극복하면서 제도적 협력을 추진하였다. 협력의 제도가 마련된 후 두 도시 지역 주민이 함께하는 다양한 문화 활동을 진행하였고, 인적자원 및 시민사회 교류가 포함된 초국경협력으로까지 진전되었다. 괴를리츠와 즈고젤레츠 사례는 하나의 지역과 국가를 넘어선 다양한 이해관계가 중첩되어 긴장완화와 협력을 추진하는 사례로 국가 차원의 긴장완화가 우선 진행된 이후 폭넓은 접경협력으로 발전되었다는 점에서 의의가 있다. 특히, 정책 협력뿐만이 아니라 지역경제 활성화, 공간 계획 및 자연재해 대응을 포함한 환경 분야 협력으로 발전되었다. 괴를리츠와 즈고젤레츠 사례처럼 향후 남북 접경지역 협력에서도 제도적·정책적·실행적 수준에서 주요 행위자와 함께 접경협력을 진행해야 함을 보여준다.
Despite uncertain inter-Korean relations, the government is promoting Dreen Detente between the two Koreas, including joint natural disaster response to climate change. It is revealing plans for a green peace zone in the Demilitarized Zone (DMZ) border area. This study analyzed that when inter-Korean relations improve, it will develop into border cooperation, as in the case of Germany and Poland. It also examined the implications at the institutional, policy, and implementation levels expected from inter-Korean border cooperation. Cooperation between Gorlitz in Germany and Zgorzelec in Poland is based on detente and reconciliation between the countries, not only in terms of economy and society but also in regard to disaster prevention, climate crisis response, and cross-cultural exchanges. Following the normalisation of relations between Germany and Poland after end of World War II, cooperation between policymakers in Gorlitz and Zgorzelec was carried out institutionally, and cooperative projects were promoted as mutual policy partners. Cooperation between the two cities proceeded stably as institutional cooperation progressed while overcoming differences through the conclusion of a partnership agreement between Gorlitz and Zgorzelec and practical coordination committee activities. After the cooperation system was established, the difficulties of language barriers were resolved through bilingual education between the two cities. Various cultural activities with local residents were also carried out, contributing to cross-border cooperation, including people to people and civil society exchanges. The case of Gorlitz and Zgozeletz is an example of the overlapping of various interests beyond a region and country to promote tension reduction and cooperation. It is significant in that it first began with tension relaxation at the national level and then developed into extensive border cooperation. In particular, it has developed into cooperation not only in policy but also in the environmental field, including regional economic revitalization, spatial planning, and natural disaster response. Like the case of Gorlitz and Zgozelec, this showed that future cooperation in the DMZ border area between the two Koreas has to involve major actors at the institutional, policy, and implementation levels.
