본 연구는 신사회계약에 대한 논의 수준을 심화하기 위해 미노슈 샤피크의 신사회계약론에 관한 주요 내용과 특징을 정리하고, 그에 대한 종합적 평가가 필요하다는 인식에서 출발한다. 신사회계약에 대한 논의가 집중적으로 이루어지는 것은 복합적인 위기에 대한 인식이 확산된 최근에 이르러서이다. 때문에 신사회계약이 추구하는 지향점 및 그와 관련된 주요 개념들은 아직 통일되어 있지 않은 상태이다. 새로운 패러다임이 안정화되기 전에 흔히 볼 수 있는 혼돈 상태로 판단된다. 현실에 대한 다양한 접근과 해법 및 평가가 경쟁적으로 진행되고 있는 상황 속에서 샤피크의 주장을 면밀하게 추적 및 분석하는 것은 신사회계약론을 둘러싼 논의를 한층 더 풍부하게 할 것이다. 샤피크는 복합위기를 맞아 기존 사회계약은 신사회계약으로 변화해야 한다고 강조한다. 샤피크는 세계화와 기술혁명, 여성 지위의 변화, 고령화, 기후위기를 기존 사회계약 해체의 요인으로 지목한다. 샤피크의 신사회계약을 심도 있게 탐구하는 작업은 복합 위기에 직면한 오늘을 극복하고 보다 나은 미래를 설계하는 데에 유익한 징검다리가 될 것이다. 아울러 샤피크 신사회계약론에 대한 충실한 이해는 복합 위기탈출을 위해 유럽연합이 추진하고 있는 대응 전략, 특히 유럽그린딜(European Green Deal)을 평가하는 데도 유용한 기준을 제공할 것이다.

This study starts with the recognition of the need to summarize and comprehensively evaluate the main contents and characteristics of Minouche Shafik's new social contract in order to deepen the level of discussion on new social contract. Discussions on new social contracts have been intensively conducted only in recent years when awareness of multi-crises has spread. Therefore, the direction the new social contract pursues and the main concepts related to it have not yet been unified. It is judged to be a state of confusion that is common before the new paradigm stabilizes. Closely tracking and analyzing Shafik's arguments will enrich the discussion surrounding the new social contract in a situation where various approaches, solutions, and evaluations to reality are competing. Shafik emphasizes that existing social contracts must be changed into new social contracts in the face of multi-crises. Shafik points to globalization and technological revolution, change in women's status, aging phenomenon, and climate crisis as factors for the dismantling of existing social contracts. An in-depth exploration of Shafik's new social contract will be a useful stepping stone to overcoming today's multi-crises and designing a better future. In addition, Shafik's faithful understanding of the new social contract will provide useful criteria for evaluating the European Union's response strategy to escape the multi-crisis, especially the European Green Deal.
