이 연구는 전두환 정권이 부산 시민으로 하여금 월경한 일본 TV 전파의 수신을 금지하려 한 이유를 일본 문화를 저속한 것으로 치부하는 점 이외, 특정한 시대적 상황에서 일본 TV 시청이 언론 통제 정책의 효력을 약화시켜 정권을 불안정하게 할 수 있다는 측면에서 검토한다. 나아가 전두환 정권에 의한 일본 TV 시청 금지 시도를 국내 상황으로만 한정하여 설명하지 않고 전파 송출국인 일본의 TV 뉴스 방송의 내용, 일본 사회 동향과의 관계 속에서 파악한다.

This study examines the reasons behind the nation’s attempt to ban the reception of spillover signals from Japanese TV broadcasts in Busan. The perspective is focused on how watching Japanese TV during specific times destabilizes the regime and undermines control over the public, rather than simply dismissing Japanese culture as vulgar. Additionally, the attempts to ban Japanese TV will not be explained solely in terms of the domestic context, but will also be explored in relation to the content of Japanese TV broadcasts and social trends in Japan.
