항공모함은 글로벌하게 한국의 이해가 걸려있는 곳까지 항공력뿐만 아니라 우리의 국력을 투사할 수 있는 기본적인 수단이다. 따라서 항모획득 및 운용에 많은 자원이 소요되지만 보유하는 것이 한국의 국제적 영향력 증진과 국익이 걸린 사안에 대한 외교력 발휘에 큰 기여를 할 수 있다. 그런데, 항공모함 획득을 고려할 때 항공모함 자체 건조비용 뿐만 아니라 함재기의 특성, 성능과 그에 따라 발생하는 비용까지 고려대상에 포함해야 한다. 함재기는 기본적으로 공군의 항공작전과 동일하거나 그 일부분인 작전을 수행하게 되는데, 항모획득을 위해서는 조기경보 및 공중통제 측면, 공대공방어 및 공대지 공격 측면, 그리고 원양해군 항공력의 필수조건이 무엇인지 고려해야 한다. 한국해군은 이미 경항모를 선택했다. 따라서 항모를 활용할 수 있는 작전의 범위가 경항모가 수행할 수 있는 수준으로 크게 제한될 것이다. 경항모 선택이라는 제한사항 아래서 여전히 세부적으로 결정해야 할 사항이 있을 것이고, 그러한 세부사항들이 효과적으로 결정되기 위해서 바람직한 방향성을 검토할 필요가 있다. 2020년, 한국의 경제력은 GDP 기준으로 세계 10대 강국에 속하며, 지정학적, 국제정치 측면에서 매우 영향력이 있는 국가이다. 따라서 이에 걸맞은 군사력을 갖추어 세계의 다양한 문제의 해결에 기여해야 한다. 이를 위해서 최적의 수단으로 항공모함이 필수적이다. 지금이 바로 항모를 획득할 시기이며, 항공작전 요건과 경제적 여건을 면밀히 검토해서 최적의 방안을 찾아야 한다.

There still are details to be decided under the limitation of the choice of a light carrier, and it is necessary to review the desired direction in order for those details to be effectively determined.
