이 글은 윤석열 정부의 인·태전략을 구현하기 위해 평화활동을 통한 한국의 기여방안을 제시하는 데 그 목적이 있다. 평화활동은 주권과 개입의 논쟁 속에서 발전해 왔다. R2P가 하나의 규범으로 발전해 왔으나 선택적 R2P, R2P의 남용, 그리고 전통적 개입으로의 복귀 등은 여전히 국제사회가 풀어야 할 숙제로 남겨져 있다. 현 구테흐스 유엔사무총장은 제4차 산업혁명이라는 새로운 안보 환경을 주시하면서 다차원적 평화활동 임무를 효율적으로 수행하기 위해 A4P와 A4P+를 실천에 옮기고 있다. 한국도 ‘2021년 서울 이니셔티브’ 발표를 계기로 이에 적극 호응하고 있다. 한국은 보병부대를 파병할 경우 워리어 플랫폼 기반의 부대 파병, 유엔이 요구하는 높은 기술력을 가진 부대 파병, 민간경찰 및 민간인 전문가 파견 활성화, 예비군이나 민간용병 활용, 그리고 6대 기여 공약 실천 등을 적극 추진해야 한다.
만일 미얀마나 우크라이나에 평활활동단이 설립된다면 한국은 여기에 참여할 수 있을 것이다. 평화활동 참여를 통해 분쟁 해결에 기여하고 그 지역 국민의 인권 증진, 민주주의 보호, 법치주의 확립에 기여할 수 있을 것이다. 한국이 평화활동에 참여할 경우, 제안했던 미래 한국의 평화활동을 고려하여 해당 지역에 파병 또는 파견하는 것이 바람직할 것이다. 또한, 한국은 역내에서 감염병, 지진, 쓰나미, 화산폭발 등 재난이 발생할 때도 과거의 경험을 바탕으로 신속한 구호활동을 전개함으로써 글로벌 중추국가로서 국제사회의 안전과 번영에 기여할 수 있을 것이다.
The purpose of this article is to present Korea's contribution through peace operations to implement the Yoon Seok-Yeol administration's Indo-Pacific strategy. Peace operations have developed amidst debates over sovereignty and intervention. Although R2P has developed into a norm, selective R2P, abuse of R2P, and return to traditional intervention are still problems that the international community must solve. Current UN Secretary-General Guterres is putting A4P and A4P+ into practice to efficiently carry out multidimensional peace activity missions while keeping an eye on the new security environment of the Fourth Industrial Revolution. Korea is also actively responding to the announcement of the ‘2021 Seoul Initiative.’ When dispatching infantry units, Korea must actively pursue the following measures: dispatching units based on the Warrior platform, dispatching units with high technology required by the United Nations, activating the dispatch of civilian police and civilian expert, utilizing reserve forces or civilian mercenaries, and implementing the six major contribution pledges.
If a peace operation group is established in Myanmar or Ukraine, Korea could participate in it. Participation in peace operations will contribute to resolving disputes, promoting the human rights of people in the region, protecting democracy, and establishing the rule of law. If Korea participates in peace operations, it would be desirable to dispatch or deploy troops to the region, taking into account Korea's proposed future peace operations. In addition, Korea will be able to contribute to the safety and prosperity of the international community as a global pivotal state by quickly deploying relief activities based on past experience even when disasters such as infectious diseases, earthquakes, tsunamis, and volcanic eruptions occur in the region.
