Confucian scholars try to realize their ideals by finding what is lacking and distorted in reality. Individuals can realize this ideal through cultivation and communities through politics. In Jeong Do-jeon’s view, Goryeo dynasty lacked too much in reality, but this situation could not be solved. Because of this, people were suffering that they didn’t have to go through. Jeong Do-jeon wanted to realize this in a new country, that is, Joseon, by setting the life of humanity, public control of legislation, and mutual checks and balances of consultation and opposition as ideals. Joseon is a unique country in terms of both one country and world history. This is because the founding leaders of Joseon not only won the competition and took supremacy, but also wanted to a blueprint and create a country accordingly. In this respect, Joseon can be said to be a “planned state” like the “planned city” of today. Jeong Do-jeon’ Joseon Gyeonggukjeon朝鮮經國典 and Gyeongjemungam經濟文鑑 can be said to be design drawing with a list of practices to establish a new country. Jeong Do-jeon drew a picture of the “state of Confucian culture” and found a historical challenge to realize it in reality. Joseon can be said to be a Confucian state of the civilian government文治 where humanity, legislation, and mutual checks and balances work. It can be said to be the realization of Confucian ideal politics (君臣共治 or 君臣分治) in which monarchs and servants manage state affairs together/sharing.
