이 글은 대의민주주의 체제에서 도입하고 있는 공론화 절차 자체의 근본적 한계를 분석하고, 이를 극복하기 위한 다양한 공론화 모델이 어떤 방식으로 실험 되었는지를 살펴본다. 시민이 직접 참여하는 공론장의 필요성은 대의민주주의 제도에 대한 새로운 대안을 모색하는 맥락에서 제기됐다. 그러나 한국적 맥락에서 도입된 공론화 제도가 과연 성공적으로 이뤄진 것인지에 대한 평가는 엇갈린다. 북미와 유럽에서 시도된 공론조사와 시민의회는 숙의민주주의의 대표적인 모델로 소개된 바 있지만 한국 현실에서 이러한 제도가 과연 도입 가능할 것인지는 여전히 논란의 대상으로 남아있다. 따라서 본 논문은 공론조사, 시민 의회 등의 공론화 모델을 하나의 완성된 제도로 간주하기보다는, 숙의민주주의의 이론적 한계를 분석하고, 공론화 과정에서 전체 대중과 미니 퍼블릭의 갈등, 정부 및 의회와 미니 퍼블릭 간의 갈등을 완화하기 위해 추가적으로 논의해야 하는 바를 제시한다.

This article examines the inherent limitations of the deliberative process within the representative system and investigates the experimental application of various deliberative process models aimed at overcoming these constraints. In light of the growing skepticism surrounding representative democracy and the quest for novel alternatives, the call for a public platform enabling direct citizen participation has gained prominence. However, evaluations of deliberative debates in the Korean context yield mixed results. Diverse models of deliberative processes, previously implemented in North America and Europe, have been introduced as potential representative models of deliberative democracy, yet their applicability within the Korean context remains a subject of skepticism. Consequently, this paper analyzes the theoretical limitations of deliberative democracy and proposes further discussions aimed at alleviating conflicts between the general public and smaller, deliberative groups, as well as between the government and mini-publics in the process of public deliberation. This approach focuses on mitigating conflicts rather than advocating for specific deliberative models such as deliberative polls and citizens' assemblies as comprehensive systems.
