본 연구에서는 노인요양시설 요양보호사의 안전문화인식정도와 기관장의 인권감수성이 요양보호사의 안전관리활동에 미치는 영향을 실증적으로 분석하고 인권에 기반한 안전한 돌봄 서비스 제공을 위한 방안을 모색하는데 목적이 있다. 본 연구는 자발적으로 조사에 동의한 103개 기관의 기관장과 요양보호사를 대상으로 2022년 9월부터 12월까지 설문지를 배포 회수하였으며, 설문에 응답한 노인요양시설은 56개소, 요양보호사 설문지 총 272개로 수집된 자료는 SPSS 25.0 프로그램을 이용하여 분석하였다. 설문은 기관장의 인권감수성과 요양보호사의 안전문화인식, 안전관리활동에 대한 내용으로 구성하였다. 연구결과, 요양보호사의 안전문화인식 정도는 4.26(5점 척도 표준화)으로 높은 편이었고, 기관장의 인권감수성 정도는 평균 2.34(5점 척도 표준화)로 다소 낮게 나타났다. 6개의 에피소드별 인권감수성은 노인의 행복추구권은 평균 3.35점으로 가장 높았고, 장애인 신체자유권 2,42점, 남녀평등권 2.37점, 사생활권 2.33점, 정신장애인 사생활권 2.07점 순이었으며, 반면에 구금으로부터의 자유권은 1.42점으로 매우 낮았다. 또한, 요양보호사의 성별과 시설의 규모만이 안전관리활동에 유의미한 영향을 미치는 것으로 드러났으며, 요양보호사의 안전문화인식은 감염, 낙상, 화재, 교육 등 모든 안전관리 활동에 긍정적 영향을 보였고, 기관장의 인권감수성은 상황 지각, 결과지각, 책임지각 중 상황지각만이 화재 안전관리활동에 유의미한 영향을 미치는 것을 확인하였다. 이러한 결과를 토대로 노인요양시설에서의 인권을 존중하면서도 안전한 서비스 제공에 시사하는 점을 도출하여 제시하였다.

The purpose of this study is to empirically analyze the impact of the level of safety culture awareness among caregivers and the human rights sensitivity of supervisors on the safety management activities of caregivers in care facilities. This study targeted 103 long-term care facilities. Elderly care Facilities Surveys were distributed by mail to one supervisor per institution and to 3-5 caregivers depending on the size of each institution. The data collection 103 Elderly care Facilities surveys were sent to them during this period. 56 Elderly care Facilities and 272 caregiver questionnaires were collected. The analysis results revealed that the level of safety culture awareness among caregivers was relatively high, with a score of 4.26 on a 5-point scale. Furthermore, the level of safety culture awareness perceived by caregivers had a positive impact on all safety management activities, including infection control, fall prevention, fire safety, and education. Among the aspects of supervisors' human rights sensitivity, only situational awareness showed a significant impact on fire safety management activities. Based on these results, practical and institutional recommendations were made to enhance safety culture awareness and human rights sensitivity in elderly care facilities for the implementation of rights-based safety management activities.
