본 연구는 국내 이주배경아동을 위한 지원 활동에 헌신한 자원봉사자들의 사례를 통해, 이주배경아동이 돌봄과 보호의 대상으로 인식되고 개념화되는 방식을 탐구한다. 본 연구의 목적은 이주민의 권리 보장과 사회 정의의 실현을 위한 규범윤리적 문제에 답을 찾는 것이 아니라, 돌봄의 현장에서 돌봄 자격 판단 기준이 어떻게 만들어지며 어떤 형태의 돌봄이 실제로 실천되는지를 기술하는 것이다. 이를 위해 본 연구는 권리와는 구분되는 자격 개념을 활용한다. 본 연구에 참여한 자원봉사자들은 이주배경아동이 돌봄을 받을 자격을 당연히 갖추고 있다고 간주하기보다는, 보다 개인적이고 구체적인 경험과 조건에 근거해서 이주배경아동에게 돌봄과 보호의 자격을 부여한다. 이들은 이주배경아동을 가까이에서 관찰하면서 이들이 취약한 환경에 노출된 존재임을 확인한다. 동시에 가정적인 활동을 통해 아동들에게 친밀감과 안정감을 느끼며, 또한 아동들로부터 여타의 이주민 집단과는 구분되는 문화적 동질성을 발견한다. 이러한 관계적 조건과 실천들은 이주배경아동을 돌봄의 우선적 자격을 지니고 있다고 판단하게 만드는 한편, 돌봄을 덜 받을만한 이주민 집단, 특히 성인 이주민들로부터 구분시킨다. 자원봉사자들과 이주배경아동이 형성하는 사적이고 친밀한 관계망은 돌봄의 자격 있음과 자격 없음이 돌봄의 제공자와 수혜자의 삶의 조건들, 그리고 돌봄의 제공자와 수혜자 사이에 형성되는 관계의 거리에 따라서 조정될 수 있음을 보여준다.

With a particular focus on volunteers who commit themselves to care activities for immigrants in Seoul, South Korea, this study examines how volunteers categorize immigrant children as “deserving” of care. Rather than seeking answers to normative ethical questions about the protection of immigrants, this study aims to understand how the idea of immigrant deservingness is conceptualized and practiced in the Korean context. Volunteers in Seoul build family-like relationships with immigrant children through domestic activities involving educating, feeding, and playing. While these close social ties underlie the evaluation of the deservingness of children, such a relational care differentiates children from other immigrant groups, particularly undocumented adult migrants who are portrayed negatively in media and thus considered less deserving or “undeserving.” The case of volunteers in Seoul shows that the boundaries between the deserving and the undeserving is reshaped according to the distance of relationship between the care provider and recipient.
