최근 중국과 러시아가 지역패권을 추구하며 자유주의 국제질서를 위협하는 복합경쟁에 대응하기 위해 美 육군은 2018년 이후 도입했던 다영역작전(Multi-Domain Operations) 개념을 군사교리로 통합하였고, 이를 현대화전략과 연계하여 실전적 차원에서 발전시키고 있다. 2022년 10월, 개정발간된 『FM 3-0 Operations』은 美 육군이 다영역 작전환경에서 위기·경쟁·대규모전투작전 시 상대적 이점을 창출하고 성과를 확대하여 합동군의 이익을 공고화하는데 필요한 합동작전 및 제병협동 운용개념과 지침을 제시하고 있다. 美 육군의 개정교리는 중국과 러시아가 조성하는 ‘다층적 대치상태(Layered standoff)’와 ‘경쟁의 연속체(competition continuum)’ 개념 하에서 전개될 것으로 예상되는 대규모 전투작전 시 승리하기 위한 교리를 반영하고 있다. 새로운 안보위협에 대응하기 위해 제시된 美 육군의 다영역작전 개정교리는 다차원적 국방환경의 도전을 극복하기 위해 국방혁신 4.0과 Army TIGER 체계 전환을 추진하고 있는 韓 육군에 시사하는 바가 크다고 판단된다. 따라서 본 연구에서는 美 육군의 다영역작전 개정교리와 韓 육군의 지상작전 교리를 고찰하여 韓 육군의 교리개선 소요를 제시하였다. 향후 美 육군의 다영역작전 개정교리를 한반도 작전환경에 맞게 수용하고, 지상작전 교리를 발전시키는 것은 한국군의 미래전 대응에 매우 중요한 과제가 될 것이다.

In order to respond to complex competition in which China and Russia are pursuing regional hegemony and threatening the liberal international order, the U.S. Army has integrated the concept of Multi-Domain Operations introduced since 2018 into capstone doctrine. In addition, the Multi-Domain Operations doctrine is being developed in a practical level in connection with the modernization strategy. FM 3-0 Operations, revised in October 2022, presents the concept and guidelines for joint operations and combined arms operations necessary for the U.S. Army to create a relative advantage in Multi-Domain Operations and consolidate gains of the joint forces through the exploitation. The U.S. Army's revised doctrine reflects the doctrine of winning Large-scale Combat Operations that are expected to unfold under the concept of a ‘layered standoff’ and competition continuum created by China and Russia. The U.S. Army's Multi-Domain Operations revision doctrine proposed to respond to challenging security threats is judged to have great implications for the ROK Army, which is pursuing Defense Innovation 4.0 and Army TIGER system conversion to overcome the challenges of the multidimensional defense environment. Therefore, in this study, the U.S. Army's Multi-Domain Operations revision doctrine and the ROK Army's Ground Operation doctrine were analyzed and the requirements for the improvement of the doctrine of the ROK Army were presented. In the future, accepting the U.S. Army's revised doctrine of multi-domain operations to suit the operational environment of the Korean Peninsula and developing ground operations doctrine will be very important tasks in the Korean military's response to future warfare.
