연구목적 본 연구의 목적은 최근 증가하고 있는 청소년 마약의 진행과정을 살펴봄으로써 마약범죄에 대한 위험성을 인식하고 청소년 마약범죄가 성인범죄로 이어지지 않기 위한 예방책을 제시하기 위함이다. 연구방법 청소년 마약범죄에 대한 진행과정을 논의하기 위해서 여러 포털사이트와 공식적인 마약현황 및 실태 등을 분석하여 청소년 마약범죄자에서 성인범죄자가 되어가는 진행과정을 제시하였다. 결과 청소년 마약범죄 진행과정을 관심단계, 구매단계, 범죄실행단계, 범죄가담단계의 4가지 과정으로 분류하였다. 관심단계는 청소년들이 마약에 대한 호기심과 다양한 인터넷 광고 등을 통해 마약을 접하게 되고, 텔레그램이나 다크웹, SNS 등을 통해 비밀대화를 주고받음으로써 거래가 이루어진다. 구매단계는 비밀대화를 통해 가상화폐로 결재하게 된다. 범죄실행단계는 마약투약 후 중독이 되어 본인의 자금으로 투약하거나 금전적으로 어려워 범죄에 가담하는 경우로 나눌 수 있다. 범죄가담단계는 청소년들이 마약 유통을 알게 되어 범죄조직에 판매책이나 운반책, 배달책 등으로 가담하거나 청소년들이 직접 마약 그룹방까지 운영하는 대담함까지 보이는 단계이다. 결론 본 연구의 결과를 기초로 하여 정책적 방안들을 제시해 보면 우선, 청소년 마약범죄에 대한 과학적인 수사기법이 마련되어야 한다. 다음으로는 마약범죄에 대한 위험성을 인지시키고 피해예방을 위한 교육을 실시하여야 한다. 다음으로, 현재의 예방정책 제도는 일원화되어 있지 않아서 범정부차원의 일원화된 마약범죄 시스템이 구축되어야 할 것이다. 마지막으로 여러 가지 범죄가 동시에 일어나고 있기 때문에 법에 따른 처벌규정이 달라 강력한 추가입법이 필요하다.
Pupose The purpose of this study is to recognize the risk of drug crimes by examining the recent increase in the progress of youth drugs and to present preventive measures for youth drug crimes not to lead to adult crimes. Methods In order to discuss the progress of youth drug crimes, various portal sites and offcial drug status were analyzed to present the progress from youth drug offenders to adult criminals. Result The process of youth drug crime was classified into four processes: the stage of interest, the stage of purchase, the stage of crime execution, and the stage of crime. The level of interest is that teenagers encounter drugs through curiosity about drugs and various Internet advertisements, and transactions are made by exchanging secret conversations through Telegram, the dark web, and SNS. The purchase stage is paid in virtual currency through secret conversations, and sales measures systematically help you purchase it on your behalf or through your parents' accounts if there is no personal revision. It can be divided into cases where people become addicted after taking drugs in the crime execution stage and take them with their own funds or participate in crimes due to financial difficulties. The crime prevention stage is a stage in which teenagers learn about drug distribution and participate in criminal organizations as sales, transportation, and delivery measures, or even run drug group rooms themselves. Conclusion Based on the results of this study, policy measures should first be presented, and scientific investigation techniques for youth drug crimes should be prepared. Next, the dangers of drug crimes should be recognized and education should be provided to prevent damage. Next, the current prevention policy system is not unified, so a unified drug crime system at the pan-government level should be established. Finally, since various crimes are occurring at the same time, strong additional legislation is needed due to different punishment regulations under the law.
