“전쟁은 국가를 만들고, 국가는 전쟁을 만든다.” 전몰자를 국가의 수호신으로 숭배하는 정치종교의 제도적 장치로 보훈은 탄생했다. ‘폴리스적 동물’이 인간의 본성이며 존재이유라는 이념에 근거해서 보훈의 정치종교는 성립했다. 정치종교로서 보훈의 역사는 고대 아테나와 로마를 거쳐 미국의 건국이념과 링컨의 민주주의 시민종교로 이어진다. 보훈을 주제로 한 영화는 보훈의 정치종교를 강화하는 한편, 국가의 정치종교를 해체하는 ‘아래로부터의 보훈’을 위한 ‘꿈꾸는 역사’를 지향한다. 제2차 세계대전 이후 식민 지배로부터 해방되어 독립 국가를 건설한 한국은 70년 만에 근대 이중혁명인 근대화와 민주화 모두를 성취해서 선진국으로 진입한 세계에서 유일한 국가다. 이 같은 역사의 압축이 독립－호국－민주라는 보훈의 서로 모순되는 3축을 형성했다. 독립－호국－민주의 3축은 한국 현대사의 전개 과정에서 불일치하고 서로 충돌되는 지점이 적지 않기에 역사전쟁을 일으키는 요인이 된다. 실제로 2023년 6월 국가보훈부의 승격을 계기로 그동안 잠재했던 보훈을 둘러싼 역사전쟁이 재연된다. 상호모순적인 3축에 관한 국민적 합의를 해나가는 과정에는 수많은 진통과 갈등이 불가피하게 표출될 수밖에 없다. 하지만 보훈의 궁극적 방향성은 어디까지나 이미 지나간 과거가 아니라 앞으로 살아야 할 미래에 맞춰져야 한다. 과거를 심판해서 보상하기 위함보다는 국가의 미래를 보험 드는 효과를 발휘하는 것이 보훈의 진정한 목적이다. 따라서 대한민국 민주공화국을 위한 시민종교를 굳건한 반석 위에 세우는 것을 목표로 해서 보훈을 제도화할 때, 소모적 논쟁으로 국민적 에너지를 낭비하는 역사전쟁의 악순환에서 벗어날 수 있다.

Films about veterans affairs aim to strengthen the political religion of veterans affairs, while aspiring for a ‘dreamed history’ for a ‘bottom－up Veterans Affairs’ that deconstruct the political religion of the nation. After the Second World War, Korea, which was liberated from colonial rule and built an independent nation, is the only country in the world that has achieved modernization and democratization, both modern double revolutions, and entered the ranks of developed states in 70 years. This historical compression formed the three conflicting axes of independence－patriotism－democracy in Veterans Affairs. The three axes of independence－patriotism－democracy have numerous points of discrepancy and conflict in the course of modern Korean history, which act as triggers for history war. Indeed, With the promotion of the Ministry of Patriots and Veterans Affairs in June 2023, signs of a resurgence of latent history war surrounding veterans affairs have emerged. The process of reaching a national consensus on these seemingly contradictory axes will inevitably bring about significant pains and conflicts. Yet, the ultimate direction of veterans affairs should be aligned with the future, not merely the past. The real purpose of veterans affairs is to ensure the nation’s future, rather than judging and compensating for the past. Therefore, when institutionalizing veterans affairs with a goal to establish a civic religion on a solid foundation for the Republic of Korea, we can break free from the vicious cycle of history war that wastefully drains the national energy through fruitless debates.
