2002년부터 꾸준히 대선후보자들에 의해 장기적인 비전을 가진 교육정책 수립이라는 공약이 제기되어 왔다. 여러 차례 논의 끝에 2021. 7. 20. 「국가교육위원회의 설치 및 운영에 관한 법률」이 제정되고, 2022. 7. 21.부터 시행되었다. 이를 근거로 2022. 9. 27.에는 우여곡절 끝에 국가교육위원회가 출범되기에 이르렀다. 설치부터 찬·반 의견이 나뉘었고, 제정과정 및 위원구성에서도 많은 일들이 있었다. 그러나 국가교육위원회의 출범은 정권교체에 영향을 받지 않는 일관된 교육정책을 희망하였던 국민의 입장에서 가지는 의미는 매우 크다고 할 것이다.
이런 국민들의 기대와는 달리 국가교육위원회가 출범이후 현재까지 이렇다 할 만한 성과를 내지 못하고 있다는 의견이 제기되고 있다. 여기에서는 국가교육위원회법이 시행된 지 불과 1년 정도 밖에 지나지 않았고, 국가교육위원회가 구성된 지 1년 남짓 지난 시점에서 향후 성공적인 정착을 위해 국가교육위원회법에서 나타난 문제점과 그 개선방안을 모색하고자 하였다. 특히, 국가교육위원회가 큰 성과를 내지 못하고 있는 부분이 국가교육위원회의 법적 성격 내지 지위, 교육부와의 관계에서 나타나는 소관업무 및 그 범위 등이 핵심적인 문제점이라고 판단하고, 이에 대한 국가교육위원회법의 개선방안을 살펴보고자 하였다.
From the year in 2002, it has been steadily raised the pledge dubbed the establishment of an education policy with a long-term vision by presidential candidates. In the wake of many discussions, the 「Bill on the Establishment and Operation of the National Education Commission」was enacted on July 20, 2021 and then took effect from July 21, 2022. Based on this, the National Education Commission came to be launched after many twists and turns on September 27, 2022. The opinions were divided between pros and cons starting from its establishment. Many things happened not only in the process of enactment and but also in the composition of the committee. However, the foundation in the National Education Commission may be considered to have a great significance from the perspective of the people who hoped for a consistent education policy without the influence of the regime change.
Unlike this expectation of the nation, the opinion has been presented as saying that the National Education Commission has not produced any meaningful result so far since its establishment. It has only been about a year since the National Education Commission Act came into force. And it has been about a year since the National Education Commission was formed. At this point in time, the aim here was to seek problems and its improvement measures, which were seen in the National Education Commission Act, for the sake of the successful settlement down the road. Especially, with regard to the sections that the National Education Commission fails to make a big achievement, the core problems were judged to include the legal nature and its position in the National Education Commission, and the division affairs and its scope shown in the relationship with the Ministry of Education. Hence, the improvement method for the National Education Commission Act was intended to be reviewed in terms of this.
