21세기는 사회 전반에서 동시다발적으로 전환이 이루어지는 시대이다. 2022년 한국은 인도·태평양 전략을 수립하였다. 이로써 한국 외교의 지역적, 전략적 확장을 시도하며 새로운 시대의 전환을 꾀했다. 미국과 중국의 첨예한 갈등과 경쟁이 만연한 국제사회의 질서 안에서 중견국인 한국은 상대적인 힘의 약세를 극복하고 능동적이고 주도적인 외교 정책을 수립하여야 한다. 그 과정에서 본 연구는 전통적, 비전통적 안보 증진을 함께 추구하는 포괄적 안보전략이 필요하다고 주장했다. 이러한 맥락에서 본 연구는 미·중 갈등의 틈새 지역인 아프리카와 중남미로 시선을 돌려 해양안보와 경제안보를 탐색하였다. 모잠비크와 브라질은 그 자체로 전략적 가치가 높다. 이 두 국가는 풍부한 자원과 높은 경제적 가치를 지니고 있으며 이는 한국의 수출입 시장 확대와 다변화 기회를 제공한다. 또한 이들 국가는 개발 수요가 여전히 많은 지역이기 때문에 개발 협력을 통한 상호 협력과 우호 관계 구축에도 유리하다. 한국은 모잠비크 천연가스 개발에 참여하면서 이로 인해 확산하는 청색 경제 개발을 통해 한국의 경제영토를 넓히고 있다. 브라질은 한국의 원자재 공급 시장, 수출시장의 확대, 교역품의 다변화라는 관점에서 전략적으로 중요하다. 그뿐만 아니라 이 두 국가는 한국이 동아프리카를 비롯한 아프리카 대륙 전체와 중남미 그리고 다른 포어권 국가들로 진출을 확대해 나가기 위한 교두보이며 전략적 요충지 역할을 할 것으로 기대한다. 따라서 지리적, 언어·문화적 장벽에도 불구하고 모잠비크와 브라질은 중장기적 관점에서 한국의 국익 확보와 중견국으로서의 위상을 확고히 할 만한 기회를 제공할 것이다.
The 21st century is characterized by a multitude of transitions occurring globally. In 2022, Korea embarked on a diplomatic transition aimed at establishing a new era through regional and strategic diplomatic expansion via the Indo-Pacific Strategy. This article argues that, amidst the prevailing conflict and competition between the United States and China in the international relations the Republic of Korea, as a middle power, needs a comprehensive strategy to overcome its relative power weakness and pursue an active foreign policy to address both traditional and non-traditional security challenges. Hence, this article focuses on Africa and Central and Southern America, as niche areas of the US-China conflict. This article explores the comprehensive security, focusing on maritime and economic security. Notably, Mozambique and Brazil hold significant strategic value due to their abundant resource, high economic potential, and the opportunities they offer to expand and diversify Korea's export and import markets. Given the high demand for development in these regions, fostering mutual cooperation and positive relations through development partnerships becomes advantageous. Both countries are expected to serve as pivotal gateways for Korea's enhanced presence in Africa, Central and Southern America, and other Portuguese speaking countries from the long-term perspective.
