1942년5월 식민지 조선에 조선신문회(朝鮮新聞會)가 조직되었다. 조선신문회는 1938년 2월 만들어진 조선춘추회(朝鮮春秋會)가 개편된 조직이었다. 조선춘추회는 전쟁동원과 선전을 원활히 하기 위해 만들어진 언론 연합체로 전쟁 선전 활동을 펼치면서 전시총동원체제 하 통제경제 정책에 부합하여 신문지 감면 활동도 시행하였다. 또한 서구열강과의 전쟁을 부추기는 대규모 국민대회를 개최하고 단체를 결성하였다. 일제는 아시아태평양 전쟁으로 돌입한 뒤 제국 내 행정일원화와 간소화를 시행하였다. 이는 식민지 조선에도 적용되었으며 그 일환으로 일본에서 일본신문회가 만들어지고 난 후 조선신문회도 만들어졌다. 조선신문회의 규약에 따르면, 조선춘추회보다 훨씬 더 강력한 언론 통제 조직으로 보인다. 신문사업 정비 지도, 신문기자 등록 및 양성, 신문용 자재 조달과 배급, 신문 사업 향상에 필요한 조사와 연구, 신문공로자 표창 등 신문사업 전반에 대한 통제를 표방하고 있었다. 이와 같이 조선신문회는 강력한 언론 기구를 표방하였으나 실제 활동은 조선춘추회의 연장선상에 있었다. 즉, 전시총동원체제에 대한 협력과 선전 활동, 신문지 감면이 주된 활동이었으며 그 외의 활동은 눈에 띄지 않을뿐더러 조선춘추회보다 활동 규모는 오히려 축소된 것으로 확인된다. 조선신문회 다른 규약 내용으로 보아 아시아태평양전쟁기 일본을 비롯한 식민지 행정당국은 전쟁 수행을 위해 일본과 조선 간, 조선 내 언론기구 간 일원화된 언론 기구를 구상한 것으로 보인다. 따라서 조선신문회개편의 본질은 규약에서 직접 드러낸 바와 같이 일본과의 행정일원화(관계관청과 일본신문회와의 연락), 식민지행정당국에 대한 협조(조선총독으로부터 지시한 상황)에 있었다. 그러나 전쟁의 장기화와 전황 악화 등 여러 이유로 이를 구현해 낼 수 없었던 것으로 보인다.

In May 1942 Chosun Newspapers Association(朝鮮新聞會) organized in the colonial Chosun. The Chosun Newspaper Association was reorganized the Chosun Chunchuhoi(朝鮮春秋會). Its goal was to promote smooth cooperation from the press under the General Mobilization System in Wartime Chosun Chunchuhoi developed an activity of reducing newspaper in accordance with the controlled economy policy under the General Mobilization System in Wartime and engaged in propaganda activities to support the system. In addition, it held national mass conventions that encourage the war against Western powers and formed organizations. After Japanese Imperialism entered the Asia-Pacific War, implemented Administrative unification and simplification within the empire. This also applies to colonized Chosun. As part of this, after the Japan Newspapers Association(日本新聞會) was created in Japan, the Chosun Newspaper Association was also created. According to the protocol of the Chosun Newspaper Association, the Chosun Newspaper Association seems to be a much stronger media control organization than the Chosun Chunchuhoi Guidance on the maintenance of the newspaper business, registration and training of journalists, procurement and distribution of newspaper materials, investigation and research for improving newspapers, commendation of meritorious persons etc, Chosun Newspapers Association advocated control over the entire newspaper business.  However, the biggest essence of the Chosun Newspapers Association was the unification of administration with Japan(contact with the relevant authorities and the Japanese Newspaper Association) and cooperation with colonial administrative authorities (instructed by the Japanese Government-General of Chosun) The Chosun Newspaper Association advocated a strong media organization, but its actual activities were an extension of the Chosun Chunchuhoi. In other words, cooperation with General Mobilization Sysem in Wartime, propaganda activities, and newspaper reduction were the main activities. Other activities were not noticeable, and it was confirmed that the scale of activities was rather reduced than that of the Chosun Chunchuhoi.  According to the protocol of the Chosun Newspaper Association, colonial administrative authorities, including Japanese Imperialism, seem to have devised a unified media organization between Japan and Chosun to carry out the war during the Asia-Pacific War. However, it seems that this could not be realized due to the prolonged war and worsening war situation.
