본 연구는 컨테이너화로 인한 치열한 항만 환경을 고려하여 Data Envelopment Analysis를 통해 콜롬보항의 컨테이너터미널 운영사와 코로나19 이전 부산항 운영사의 효율성을 비교하는 것을 목적으로 한다. 본 연구의 결과는 콜롬보항의 운영 효율성 제고 방안과 향후 항만 개발 및 확장을 계획하기 위한 제안의 근거를 제공하고있다. 생산성 측면에서 규모가 가장 큰 부산의 PNC가 가장 높은 기술 효율성을 기록했고, 샘플의 가장 작은 DMU 중 콜롬보의 SAGT가 2위로 조사되었다. 터미널의 기술적 효율성에서 관찰된 변동성은 새로운 터미널 운영자가 시간이 지남에 따라 상당한 효율성 증가를 얻은 산업의 역동적인 특성을 나타내며, 콜롬보의 항만 개발은 수심이 깊은 방향으로의 터미널 확장에 우선순위를 두어야 하고, 부산은 기업 전략을 통해 잉여 자원을 효율적으로 관리하는 데 집중해야 하는 것으로 조사되었다. 항만 성능 측정에 DEA를 광범위하게 사용하고 있음에도 불구하고 동남아시아의 주요컨테이너 허브항만인 콜롬보항의 효율성 측정은 지금까지 종합적으로 연구되지 않았으며, 이를 처음으로 시도한 것이 본 연구의 주요 성과이다

Considering the highly competitive port environment driven by the containerization, this study aims to compare the efficiencies of the container terminal operators in the ports of Colombo and Busan prior to the COVID-19 pandemic, therefore, providing suggestions to achieve the operational efficiency and to plan future port development and expansion. PNC in Busan, with its largest scale of production, recorded the highest technical efficiency while SAGT in Colombo, among the smallest Decision-Making Units (DMUs), ranked second. The volatility observed in the technical efficiencies of the terminals indicated the dynamic nature of the industry where the new terminal operators gained significant efficiency growths with time. Port development activity in Colombo must prioritize expanding deep-draft terminals while Busan needs to focus on managing the surplus resources efficiently through corporation strategies. This study intends to address the research gap of efficiency measurements in the port of Colombo, the main container hub port in the South Asia
