본 연구는 고용관계 밖 노동인 1인 자영업자, 특수형태근로종사자, 플랫폼 노동자, 프리랜서, 3.3% 노동자를 ‘1인 비임금근로자’로 정의하고, 이들을 새롭게 부상하는 노동시장 취약집단으로 보아 그 특성과 근로환경을 분석하였다. 이를 위해 국세통계자료와 근로환경조사(KWCS) 6차 자료(2020~2021년)를 활용하였다. 주요 분석 결과는 다음과 같다. 첫째, 지난 10년간 인적용역 사업소득자의 규모는 두 배 이상 증가하였으며, ‘기타 자영업’의 증가가 이 같은 규모 변화의 주요 원인으로 작용하였다. 이들의 연 평균 수입은 일용근로소득자와 비슷한 수준이었다. 둘째, 1인 비임금근로자는 일자리 특성과 인식에 있어서 임시ㆍ일용직과 다른 특성을 나타냈는데, 전반적으로 부정적 평가가 높았다. 종속적, 자율적 집단으로 1인 비임금근로자를 구분하여 분석한 결과, 종속적 집단은 임시ㆍ일용직과 유사성이 크며, 자율적 집단보다 근로환경이 더 열악한 것으로 나타났다. 셋째, OLS 회귀분석 결과, 1인 비임금근로자는 다른 요인이 통제된 상황에서도 임시ㆍ일용직보다 근로환경만족도가 낮았다. 1인 비임금근로자의 근로환경만족도에 영향을 미치는 요인 역시 임시ㆍ일용직과 상이했는데, 소득, 근로시간, 숙련수준/직종의 영향이 크게 나타났다. 이는 1인 비임금근로자가 장시간 근로 위험과 소득 불안정성이 크다는 점과 함께 이들 집단 내 다양성을 보여준다.
This study defined self-employed without employees, dependent self- employed workers, platform workers, freelancers, and 3.3% workers as ‘one-person non-wage workers’, and examined their characteristics and working conditions using National Tax statistics and the 6th data of KWCS. The main findings are as follows. First, the number of personal service income earners has more doubled over the past decade, and the increase in ‘other self-employment’. Their average annual income is similar to daily workers. Second, one-person non-wage workers showed more negative characteristics than temporary and daily workers in job characteristics and job recognition. As a result of classifying and analyzing one-person non- wage workers as a dependent and autonomous group, the dependent group had a high similarity to temporary and daily workers, and the working conditions was worse than the autonomous group. Third, as a result of OLS regression analysis, one-person non-wage workers had lower satisfaction with the working conditions than temporary and daily workers, and their income, working hours, skill level, or occupation had a significant impact on working conditions satisfaction. These results can be seen as showing the high risk of long-hours work and income instability, and the diversity of groups as they are not properly protected by labour law.
