Among many current studies about an agricultural policy enforced at a last stage of Japanese Imperialism, this study is studying on a control policy on the agricultural community. This study is focusing on two new points of differences from other current studies. Firstly, previous studies used to explain an agricultural organization was “implemented perfectly and rapidly” with Japan campaigning ail people’s energy movement through union of village and group for patriotism. But in fact, a rate on to organization of community from 1939 to 1940 published by Imperialist Japan was distant from the fact. Japanese Imperialism exaggerated an initial result that it implemented beurocratically and formalistically during two years. Through that exaggerated result it intended to make people to obey Japan’s policy. Secondly, it is important that Japan took an attention to the role of youth. As the end of the Imperialism was near, it watched carefully a tendency of generations. According to it’s analysis, the Imperialist considered Korean middle age and old age as a difficult object who was not easily brainwashed and not effectively with it’s policy because of his educational experience and so on. And in the case of students on youths who was active in a national spirit of social spirit, they superficially appeared to obey Japan’s policy, but Japan could not obtain a perfect collaboration and a voluntary obedience. And so during wartime, about twenty years, an urgent situation, Japan was expecting “new man” who was the third or fourth year student of middle school. But Japanese Imperialism was ruined before raising new generation who would obey Japan’s policy.
