본 연구는 코로나19 팬데믹 위기상황에서 핵심 정책결정자들이 주로 관심을 기울인 정부의제를 정치-행정 관계의 관점에서 분석하고자 한다. 먼저, 이슈소유권 이론에 따라 위기 상황에서 정치 및 행정 의사결정자들이 어떠한 정부의제에 관심을 두고 자원을 배분하였는지 분석한 뒤, 정부의제별 정치-행정 상호작용의 유형을 분석하고자 한다. 정부의제에서 나타나는 정치-행정의 상호작용 유형은 정치-행정 관계론에 따라 행정우위형, 정치우위형, 정치-행정 상호보완형, 교착 및 방임형으로 구분하였다. 이를 위하여 본 연구에서는 국내 첫 코로나19 환자 발생시점인 2020년 1월 7일부터 자료수집 시점이었던 2022년 4월 24일까지의 대통령과 국무총리, 여당 및 제1야당의 원내대변인의 메시지를 수집하여 토픽모델링 분석을 수행하였으며 발화자별 토픽비중에 따라 상호작용 유형을 구분하였다. 이를 통해 코로나19 기간의 주요 정부의제와 정치 및 행정의 상호작용 유형을 도출할 수 있었다. 특히나 코로나 위기대응 의제에서는 행정 및 정치 주요 의사결정자들이 상호보완적으로 관계를 맺었음을 확인하였다. 본 연구는 위기상황에서의 정부의제 지형과 정치-행정 관계에 대한 이해를 도모한다.

This study analyzes the governmental agendas of key policymakers during the COVID-19 pandemic, focusing on the politics-administration relationship. Firstly, using issue ownership theory, we examine to which agendas decision-makers allocated resources. Next, the types of political-administrative interactions for each agenda are analyzed. Interaction types are classified into administrative dominance, political dominance, mutual complementarity, and deadlock and neglect. We collected messages from the president, prime minister, and ruling and leading opposition party spokespersons from January 7, 2020, to April 24, 2022, and conducted topic modeling analysis. Interaction types were based on each speaker's topic distribution. Through the analyses, we were able to derive the main governmental agendas and the types of political-administrative interactions during the COVID-19 period. Notably, decision-makers formed a mutually complementary relationship in the COVID-19 crisis response agenda. This study promotes understanding of governmental agenda landscapes in crisis situations and the political-administrative relationships within these agendas.
