본 연구의 목적은 공공가치론의 ‘공공가치’ 개념화(이론화)의 한계를 밝히고 이를 보완할 수 있는 이론적 기초를 제시하는 것이다. 공공가치거버넌스가 탈신공공관리 패러다임으로서 대안이 될 수 있는지를 신공공관리의 신고전적 정치·경제이론과는 다른 공공가치이론의 패러다임적 사고체계를 통해 살펴보았다. 패러다임적 사고체계는 존재론적 차원의 공공가치실재론, 인식론적 차원의 실용주의 인식론, 실천 이론적 차원의 관계적 사고, 실용주의 인간모형, 조정 메커니즘으로서의 정치로 구성된다. 그러나 공공가치 개념화의 한계는 이러한 패러다임적 사고체계를 취약하게 만들고 있다. ‘공공가치의 개념화’의 한계를 보완할 수 있는 이론적 조건들을 도덕적 실재론(존재론)과 제한적인 윤리적 자연주의(인식론)에 기초하여 제시하였다. 이러한 조건들은 객관적 공공가치의 실재를 논증하는 존재론적 차원, 인간 사회적 존재의 본성과 공공가치의 관계, 공통세계와 인간 사회적 존재간의 관계에서 창발하는 공공가치, 수단적 합리성을 보완하는 실천이성의 인식론적 가치 등을 논증하는 방법론적 차원이다.

This study reveals the limitations of the conceptualization (theorization) of “public value” in public value theory and presents a theoretical basis for supplementing it. Whether public value governance can be an alternative as a post-new public management paradigm was examined through a paradigmatic thinking system of public value theory. This differs from the neoclassical political economy theory, which is the basic theory of new public management. However, the limitations of public value conceptualization make this paradigmatic thinking system vulnerable. Theoretical conditions that can supplement the limitations of “conceptualization of public value” are presented based on moral realism (ontology) and limited ethical naturalism (epistemology or methodology). These conditions are the ontological dimension that demonstrates the reality of objective public value and a methodological dimension that demonstrates the relationship between the nature of human social beings and public value; public value emerging from the relationship between the common world and human social beings and the epistemological significance of practical reason that supplements instrumental rationality.
