The Military diplomacy of the Great Han Empire

The Great Han Empire expected military assitance from Russia after the refuge of the Russian legation in 1896 (俄館播遷>.Russia dispatched about ten of training instructors to Korea. Col. Putiata was the leader of military instructors and served as a military adviser. Putiata trained Korean army in Russian army style. After that time, he took part in personnel management and financial affairs of military authorities. Therefore, Korean army’ leaders resisted the Russian intervention. King Kojong also place a critical attitude to his activities. However, Putiata proposed a plan to increase the number of the training instructors up to 160 in order to drill Korean army. The Great Han Empire co-operated with Japan to stop this plan. In 1898, Foreign Minister of Korea requested the Russian Minister to Korea to withdraw the instructors. After the withdrwal of Russia s training instructors,the Great Han Empire waged the military diplomacy with France, a powerful country in Europe. The Great Han Empire imported a vast amount of munitions from France and hired a French artillery captain G. Payeur as an arsenal adviser. The Great Han Empire attempted to product arms under the control of French officers, which was intended to cement the friendship between the two countries through the military diplomacy. In this sense, France made a contribution to Korea' neutrality policy. The Boxers entered into Peking on June, 1900 and the allied forces seized Peking. Russia sent a large army as an excuse for repressing Boxer Rebellion and thereafter occupied Manchuria. Worst was that Russia proposed Japan to divide korean Pennisula together. The Great Han Empire became more catious of Russia s taking advantage of Boxer Rebellion. The Great Han Empire propelled military buildup and neutrality policy actively. At that time, Russian Government went against Korea's military buildup. But Japan supported her military buildup, which lead King Kojong to having the military diplomacy with Japan. King Kojong tried to acquire some military advise from Japan. Therefore, King Kojong called on a major Nozu(野津鎭武少佐), a military attache to Japanese legation as a militray adviser. King Kojong could not invite Nozu by dint of Russia. But Noze played an active part in reality as a military adviser. Payeur’s role was limited as arsenal adviser. King Kojong cancelled a rifle purchase contract with ranceand made a contract with Japan. This was affected by Nozu activities. Namely Nozu played an active role as a part of Japanese imperialism. King Kojong improved the relationship with Japan in order to defend Russia’s southward advance. But Japan did not hope military buildup fo Great Han Empire, for Japan tried to make Korea a protected state. Therefore, the military diplomacy with Japan was not contributed to military buildup of Great Han Empire.
