이 연구는 제7차 청소년정책기본계획(2023~2027)의 청소년활동 주요 과제로 제시된 ‘청소년활동 커리큘럼’ 개발과 관련하여 청소년활동 커리큘럼을 개발·선도하고 있는 영국의 사례를 분석하여 도입 배경과 방향, 관련 이론, 주요 특성과 내용을 살피고, 향후 우리나라 청소년활동 커리큘럼 개발을 위한 기초자료를 확보하는 데에 그 목적이 있다. 영국의 청소년활동 커리큘럼은 1988년 대처 정부의 형식 교육에 관한 ‘국가 커리큘럼(national curriculum)’ 채택을 계기로 도입된 이후 영국청소년진흥원(NYA)에서 1995년, 2002년, 2020년 등 세 차례 개발·발표되었다. 이는 정부의 청소년활동 인프라 확대와 공적 투자 증대에도 불구하고 저조한 청소년활동 참여, 청소년활동의 품질 개선, 성과 강조, 책무성 강화 요구, 재정 지원 압박 등 청소년 활동의 정체성, 효과성, 효율성과 공적 투자의 필요성 등 복합적인 요인을 배경으로 한다. 청소년활동 커리큘럼은 청소년활동과 청소년활동 관련 기관들이 하는 일이 무엇인지를 설명하는 방법, 즉 청소년활동의 독특한 교육적 기여와 사회적 역할을 종합적으로 표현하는 방안으로서의 의미를 갖고 있다. 2020년 9월 발표된 ‘국가 청소년활동 커리큘럼(National Youth Work Curriculum)’은 청소년활동 실천을 지원하고 개발하기 위한 프레임워크임을 강조한다. 그리고 청소년활동이 무엇이며, 그것을 뒷받침하는 원칙과 가치를 적용하고, 청소년을 중심으로 동료 및 지역사회에서 청소년활동 지원 및 실천을 구축하는 방법을 제시하고 있다. 청소년활동 커리큘럼은 궁극적으로 청소년활동 참여 수요를 확보하고 질적 수준을 높이는 동시에, 사회적 지지를 공고히 하여 청소년 종사자들의 자긍심을 높이는 등 우리 사회 청소년활동을 활성화하려는 청소년정책의 목표를 달성하기 위한 주요한 하나의 수단이 될 수 있을 것이다.
The purpose of this study is to examine a ‘Youth Work Curriculum’ in the United Kingdom, which leads the field of youth work curriculum, with the particular focus on its background, direction, relevant theories, and main features and thence to gain a broader perspective to develop a youth work curriculum tailored for the South Korean situation, which is presented as a major task for youth work in the ‘7th National Youth Policy Framework Plan (2023-2027)’. The Youth Work Curriculum in the UK was first developed in 1995, following the Thatcher government’s adoption of the ‘National Curriculum’ through the 1988 Education Reform Act. The development was spurred on primarily by the needs to address, firstly, the low participation in youth work activities despite the expansion of youth work infrastructure and the increase in the state investment in the field, and secondly, to establish the identity of youth work activities, still obscure at the time, and improve their effects and efficiency. It was subsequently updated in 2002 and 2020. A Youth Work Curriculum has implications in describing the role of youth work activities and hence the functions of youth work organisations. That is, a Youth Work Curriculum shows the unique educational contributions and social roles of the youth work activities. The ‘National Youth Work Curriculum’, published in September 2020, emphasises that it is a framework to support and develop various youth work practices, provides the definition of youth work practice by applying many supporting principles and values, and suggests how to support and practice youth work activities, putting youth at the centre. The Youth Work Curriculum will become one of the main tools to achieve the goals of youth policies aiming to revitalise youth work in society by increasing the demand and quality of youth work practices, strengthening social supports, and thence raising the self-esteem of youth workers.
