일본이 조선을 강점한 때를 전후하여 많이 한인들이 정치적, 경제적 이유 등으로 국경을 넘어 인접한 타국으로 이주해 갔으며 이들 한인 중에는 생활상의 어려움으로 인해 금제품인 아편의 생산 및 밀매에 관여하기도 하였다. 그러나 지금까지 이와 관련된 것들이 대체로 소략하고 구체적이지 못하여 이 시기 러시아 연해주 이주 한인사회와 아편문제와의 관련성에 대한 이해가 부족한 실정이다. 따라서 본 논문에서는 러시아 연해주 이주 한인의 아편생산 및 밀매에 관한 실상을 보다 구체적으로 이해하기 위해 1920년 전후 우수리스크市 부근지역을 중심으로 살펴보고자 한다. 러시아 연해주의 경우 우수리스크시 부근을 중심으로 한인의 아편재배가 많이 이루어졌다. 그것은 러시아 영내 중국인의 영향과 아편재배에 대한 러시아 정부의 묵인, 한인 농가의 경제적 어려움과 관련이 깊었다. 또한 1차 대전 발발 이후 아편의 수요가 급증하였고 우수리스크시가 교통의 요충지라는 점도 이 지역 부근의 한인 농가가 아편을 많이 재배하게 된 요인이 되었다. 이 같은 배경 속에서 한인 농가와 도시에 거주하는 한인 상인들은 위험 부담이 있더라도 수익이 높은 아편을 재배하고 거래하는 것을 선호하였다. 농촌의 경우 아편이 금제품이라는 근거를 이용해 몰수하는 부정한 관헌들의 주구에 시달렸고, 마적의 약탈 그리고 도박장의 유혹과 고리대의 피해 등 많은 위험이 상존하고 있었다. 도시에 거주하는 한인 아편상인의 경우 역시 부정한 관헌들의 아편몰수 혹은 이를 무마하기 위한 뇌물공여가 필요하였다. 뿐만 아니라 아편생산자와 거래자 역시 아편중독자가 될 가능성에 항시 노출되어 있었다, 이러한 불안정성에도 불구하고 가난한 대다수의 한인들은 아편이 다른 농작물에 비해 재배가 유리하였으므로 아편을 선호하였다. 우수리스크시에 거주하는 대다수의 한인 유력자들 역시 수익이 높은 아편 상인이 되었다. 러시아령 연해주에 거주하는 한인들의 아편업 종사문제에 대해 일본은 러시아와는 다른 측면에서 이 문제를 우려하고 경계하였다, 일본은 1909년 이래 국제아편회의에 참가하여 아편금지에 노력할 것을 약속하였다. 그럼에도 불구하고 식민지화한 대만이나 관동주 등에서 재정적인 목적으로 아편을 전매하였다. 중국 화북과 만주지역에서도 일본은 도시 거주 한인들의 아편밀매행위를 일본 영사관이 암묵적으로 지지하기도 하였다. 그럼에도 불구하고 러시아 지역 한인의 아편생산 및 밀매에 대해서는 오히려 경계하였다. 그것은 중국 화북이나 만주지역과는 달리 러시아 우수리스크 부근 한인들의 아편자금과 항일독립운동 군자금과의 관련성 때문이었다. 경제적 빈곤 등으로 인해 불법적인 아편이 러시아 연해주지역 한인 농촌과 도시에서 생산ㆍ거래되면서 한인 사회에 많은 부정적이고 불안정한 측면을 제공하였다. 그런데 이 문제는 다른 측면에서 주시되기도 하였다. 만주와 화북지역과 달리 이 지역은 일본의 영향력이 미진한 곳이었던 반면 항일독립운동이 활발한 만주지역과 인접한 곳이었다. 게다가 일본은 우수리스크지역 한인들의 아편자금이 항일독립운동 자금으로 흘러들어간다고 우려하여 러시아정부에 단속과 금지를 요청하기도 하였다. 이는 우수리스크지역이 항일독립운동의 후방기지 역할을 하였던 것과 관련하여 민감한 사안으로 받아들여졌던 것이다. 또한 항일독립운동을 위한 자금과 물자의 조달이 얼마나 열악한 환경에서 이루어지고 있었는가를 반영하는 것이기도 하다.

Many Koreans emigrated to neighboring foreign country when Japan occupied Korea by force. As a rule they emigrated by reasons of politics and economics. Thе Korean immigrants in foreign country worked with cultivation and selling of opium. In Russia it was no exception to this rule. Especially the Korean immigrants in the vicinity of Ussuriysk grew many opiums. Till now, there is a lack of study on the Korean immigrants in Russia and the problem of opium. We do not dearly understand the connection between the two. So here by study on the true circumstances of Korean immigrant s opium traffic and cultivating in the vicinity of Ussuriysk, I look forward to moving a step closer to dearly understanding them. The Korean immigrants in the vicinity of Ussuriysk grew many opiums. There were several causes. The Russian government was dosing his eyes to growing opium and Koreans were financially embarrassed. Ussuriysk was a point of traffic importance and after the First World War broke out opium was in great demand Most of Koreans in Ussuriysk preferred cultivating opium because it could take them big money. And most of Koreans who had a influence in Ussurisk became opium peddlers even if it was dangerous. In agricultural districts they suffered from unreasonable exploitation of covetous officials, plunder of mounted bandits, temptation of gambling house and damage of loan-sharidng. In case of Korean opium peddlers living in cities needed to give а bribe to officials for the purpose of opium being seized Besides they werе exposed to becoming opium addicts at any time. After 1909 taking part in international opium conferences, Japan promised to make an effort for prohibition of opium. But she made a monopoly of opium on purpose of financial profits in Taiwan and Kwantung already colonialized. In north China and Manchuria, Japanese consulate dosed her eyes to illicit sale of opium by Koreans. By the way Japan gave the Korean immigrats in the Maritime Province the different attitude. Japan saw the situation from a different angle with Russia Japan took warning that opium fund would be connected with the military chest for anti-Japanese independence movement. Unlawful opium traffic and cultivating bad had effects on Korean communities in the vicinity of Ussuriysk Considering Korean opium fund as the militery chest for anti-Japanese independence, Japan demanded control and prohibition of opium from Russia Ussuriysk was a rear base of anti-Japanese independence movement:. So Japan was sensitive of Korean opium fund in Ussuriysk - And that means supply of money and materials for dependence movement was formed in poor surroundings.
