1907년 2월 대구에서 시작된 국채보상운동은 일시에 국내외로 확산되었다. 행정구역인 군을 단위로 조직된 국채보상회는 「취지서」를 발표와 동시에 모금활동을 적극적이었다. 충북지방은 3월 초부터 본격적인 의연금 모금에 들어갔다. 한말 국채보상운동이 지닌 역사적인 의의는 바로 여기에 찾을 수 있다. 도내 조직된 국채보상회는 호중국채보상의조회ㆍ옥천 단연의무회ㆍ진천 국채보상회ㆍ보은 국채보상단연동맹회ㆍ영동 국채보상회 등 최소한 12개소 이상이었다. 이러한 조직은 의연금 모금을 사실상 주도하는 중심단체였다. 청주ㆍ충주ㆍ옥천ㆍ진천 등 행정ㆍ상업도시나 교통 요충지는 비교적 일찍부터 의연활동을 추진했다. 성과도 이와 비례할 만큼 활성화로 나타났다. 모금 방식은 생활 정도에 따라 일정한 금액을 배렴ㆍ갹출하는 등 향촌공동체 운영원리를 활용하였다. 강한 족적 기반에 근거한 문중 조직이나 친위대ㆍ상무사 등 공동조직체는 의연금 모집에 적극 활용되었다. 유생 참여는 주민들로 하여금 자발적인 동참을 유도하는 요인 중 하나였다. 상인층 적극적인 동참은 경제적인 침략에 대한 자구책 일환이었다. 심지어 죄수ㆍ도둑ㆍ백정ㆍ걸인 등 사회적으로 가장 천시되었던 계층도 참여했다. 이는 국민운동으로 진전할 수 있는 요인이었다. 반면 종교계는 동참은 거의 찾아볼 수 없는 분위기였다. 국채보상운동은 8월 이후 다른 지역과 마찬가지로 침체기에 직면하였다. 그러나 충북인은 이를 통하여 새로운 사회질서를 모색하기에 이르렀다. 현실인식 심화와 자아각성 등은 사회적인 책무를 일깨우는 요인이었다. 자립경제 도모를 위하여 시작된 국채보상운동은 변혁운동으로 승화되어 나갔다. 일제강점기 물산장려운동 등 경제운동은 이러한 역사적인 연원에서 비롯되었다.

The National Dept Repayment Movement which started from Dagu on February in 1907 rapidly spreaded across the country. Regional agencies for the repayment organized by Do, Gun, Myun(Korean civic units) announced its ‘prospectus’ and opened fundraising. Chungbuk province started the fundraising at the beginning of March. There were 10 repayment agencies in the province including Hojung Dept Repayment Organization(호중국채보상의조회), Okcheon No Smoking Repayment Organization(옥천단연의무회), Jincheon Dept Repayment Organization(진천 국채보상회), Boeun Deptm－No Smoking Repayment Organization(보은 국채보상단연동맹회), Yeongdong Dept Repayment Organization(영동국채보상회). In fact, such groups leaded the donation. Civic centers or main traffic hubs such as Cheongju, Chungju, Okcheon, Jincheon engaged in the donation activity earlier than any other regions. Proportionally to it, the activity got a fruitful income. Generally, people donated a specific sum of money as to their living standard. Some organizations such as family groups based on strong blood ties actively took part in the donation. Participation of confucian scholars was one of catalysts for encouraging voluntary donation of many people in the region. Merchants also actively donated in response of economic aggression by Japan. Even thieves donated and this developed into national movement. But Religious groups don’t engaged in this movement going along with the atmosphere. The movement of National Dept Repayment in Chungbuk province sunk into a swamp of stagnation since August like any other provinces. But people in the province started to find a new social order. They realized their social duties through an deep understanding on reality and self awareness. The movement started for economic independence from Japan developed into social reform. Various economic movements such as the Movement for Local Product Promotion(물산장려운동) in Japanese colonial rule began from this historical context.
