천진지역 한인사회의 부일배경으로 크게 세 가지를 꼽을 수 있다. 먼저 중국인의 한인에 대한 범죄의 증가이다. 천진과 화북 각지 한인을 대상으로 한 빈번한 범죄의 발생은 중국인과 중국에 대한 보편적 인식의 악화를 초래하였다. 이러한 한인대상 범죄는 일본에 의해 조성된 한인들의 직업구조에 있었다. 또한 일본의 중국침략 과정에서 누적된 일본에 대한 원망과 증오가 보다 열악한 환경의 한인들을 향해 發散되었다. 둘째, 일본은 중국침략 과정에서 고의적으로 한인과 중국인간 민족모순을 조장하면서 두 민족간 모순이 발생하게 되었던 것이다. 결국 이러한 민족 간 모순이 통주사건을 통해 표출되었다. 이러한 직, 간접적인 경험 등으로 천진지역의 한인들은 안전을 도모하기 위해, 혹은 함께 피해를 받았던 일본에 대한 동질감 등의 상승으로 일본에게 협조하기 시작했던 것으로 보인다. 마지막으로 한인들 중 일부는 중일전쟁으로 천진을 점령하고 새로운 통치세력으로 부각한 일본을 이용해 기득권을 유지하려 하였다. 또한 일본 세력과 함께 이윤을 획득하려는 목적에서 그들의 통치에 적극적으로 협력하기도 하였다. 이러한 배경하에서 일본의 정책에 협력하며 천진지역 부일활동을 이끈 것이 바로 천진조선인민회이다. 만주사변 후 일본이 천진조선인친목회를 이용해 천진지역 한인사회에 대한 통제책에 주목하면서 1934년 천진조선인친목회가 천진조선인민회로 확대, 발전되어 천진일본총영사관 하에 예속되었다. 따라서 이후 일본의 지휘에 따라 일본의용대 조선인특별반과 조선인부인회를 조직해 더욱 적극적이고 체계적으로 천진지역의 부일활동을 주도해 나갔다.

There are three reasons why the Korean community in Tienjin had pro-Japanese tendency. First, it’s because the crime level of Chinese against Korean people increased. The frequent crime occurrence against Koreans in Tienjin had caused the perceptions about Chinese and China to be worse. These crimes against Koreans were committed because of Koreans’ occupational structure made by Japanese. Also, While Japan invaded China, Chinese had resentment and hatred toward Japan. and this Chinese’s resentment and hatred toward Japan was vented on Koreans living in more deplorable conditions. Second, Japan encouraged frictions between Koreans and Chinese intentionally, so conflicts between Koreans and Chinese arose. In the end, these conflicts were expressed through Tongju incident. After these direct and indirect experiences, Koreans in Tienjin seemed to cooperate with Japan for guaranteeing their own safety and They did so because they felt an increased mutual feeling with Japanese who were hurt together. Finally, some of Koreans would keep their vested rights, by using Japan which occupied Tienjin and became the ruling powers. Also, They actively cooperated with Japan so that they would profit from Japan. Under these situations, the Tienjin Chosun people’s committee cooperated with the Japanese policy and led pro-Japanese activities in Tienjin. After the Manchurian incident in 1931, Japan began to pay attention to controlling Koreans using a group called “Chosun people’s get-together” in Tienjin so in 1934, Chosun people’s get-together expanded and became Chosun people’s committee in Tienjin and was subordinated to the Japanese Consulate General in Tianjin. After that, It organized “Japanese volunteer corps Korean special class” and “Korean women’s society” under the direction of Japan and then led pro－Japanese activities in Tianjin actively and systematically.
