이 논문은 기쿠치 유지(菊地酉治)라는 일본의 아편마약 문제 전문가의 인식과 구제활동을 살펴보았다. 러일전쟁 이후 중국으로 건너간 기쿠치 유지는 중국에 거주하면서 아편중독에 빠지고 모르핀을 판매한 경력도 있어 누구보다 아편과 마약의 해독에 대해 잘 이해하고 있었다. 또한 일본인의 아편마약 판매가 일본의 대중국 관계에도 얼마나 악영향을 미치는지에 대해서도 잘 알고 있었다. 이에 그는 예방과 치료의 절실함을 깨닫고 日本基督敎聯盟과 외무성 산하의 國際聯盟協會와 연계하여 연구와 구제활동에 노력하였지만 변화하는 일본의 대외관계 속에서 한 개인의 노력만으로는 한계가 있었다. 다양한 경험을 가진 기쿠치는 일본의 식민지 등에 대한 아편마약 정책에 대해서도 비판적인 견해를 갖고 있었다. 대만의 경우 30년 동안 점금주의 아편 전매제도를 시행했으면서도 성과가 의심되며 관동주의 경우 오히려 안전한 아편 흡연지로서 인식되었다고 하였다. 그리고 두 지역 모두 아편전매를 통해 막대한 수입을 누려왔음을 지적하였다. 식민지 조선의 경우 아편이나 마약 모두 밀매가 성행하고 있지만 마약문제에 대해서는 단속법규와 노력이 부족하여 심각한 상황을 야기하였다고 보았다. 또한 일본의 상인들은 식민지 외에 중국 각지에서도 아편과 마약을 밀매하였는데 근본 원인에 대해 일본정부(외무성과 내무성)의 단속 불이행과 일본의 경제인 및 아편 상인들의 이윤추구에 기인하였다고 하였다. 이와 같이 기쿠치는 일본의 아편마약 정책에 대해 동시대 일본인에 비해 남다른 인식을 갖고 있었음을 알 수 있다. 당시 일본의 중요 지위에 있는 인사들 대부분이 아편마약 문제와 관련하여 국가 이익을 우선시한 데 비해 그는 오히려 사회적ㆍ인도적 문제를 강조하여 중독자의 구제대상을 일본 내 중독자는 물론 중국을 포함한 일본의 전 식민지의 중독자를 포함시켜야한다고 주장하였다. 이같은 주장은 인도적인 차원은 물론 현실적으로도 일본에게 매우 중요하였다. 당시 아편마약 문제의 폐해는 중국이나 일본 식민지만의 문제가 아니라 인구이동으로 인해 일본 내부에도 확산되고 있었기 때문이다. 또한 일본인들의 중국 내 아편마약 판매는 중국인들의 극심한 반일감정을 야기시켜 중일관계의 악화는 물론 군사적 충돌의 근본적인 원인이 되었음을 지적하였다. 한편 중독자 구제를 위한 해결방법에 있어서도 그는 민과의 연계는 물론 식민지 각지에도 민간단체를 조직케 하여 적극 활용할 것을 주장하였다. 기쿠치 유지의 아편마약 문제에 대한 인식과 구제활동에 대한 본 연구는 일본의 아편마약 정책의 실상과 문제점들이 기존에 정책 추진자의 시각 중심이었다는 것에 반해 민간 차원의 시각이 어떠하였는가를 살펴볼 수 있다는데 의미가 있다. 기쿠치 유지의 일본 식민지 등에 대한 비판적 견해는 일본 아편마약 정책의 실상을 드러내는 것이었으며, 그의 남다른 인식은 일본 아편마약 정책의 문제점들을 구체적으로 지적하고 있었다. 일부 인식의 한계에도 불구하고 기쿠치 유지의 인식과 구제활동은 정책 추진자들의 시각과의 차별성이 있었음은 물론이고 당시 민간 차원의 시각에서도 독보적인 면을 보유하고 있었다.

Yuchi Kikuchi was a Japanese expert on opium in 1920s and 30s. Unlike most researchers he was a distinctive figure in that he himself was an onetime addict, and that he was involved in drug trafficking while he was in China. His experiences had an influence on his understanding and activities of opium problem. Researches on Japanese policy on drugs have been concentrated on the necessity and the goal of the policy in the colonies. But now, it is necessary to have an approach to the Japanese opium problem from the perspectives of political history and institutional history. Understanding of Japanese opium expert and his activities in the period of Japan’s promotion of opium in its colonies will contribute to enrich our perspective on Japanese opium policy. Examining this matter from a Japanese civil viewpoint, and also from an addict and drug dealer’s viewpoint will contribute to a new and better understanding of Japan’s opium policy. For the purpose of researching Yuchi Kikuchi’s understanding and relief activities of opium problem, above all things his life and relief activities for opium addicts were scanned on this paper. And then through Yuchi Kikuchi’s talks and contributions, at one time he was opium addict and dealer, it was revealed what he thought about Japan’s opium policy. finally the distinction and limit of Yuchi Kikuchi’s thinking were pointed out. This paper on Yuchi Kikuchi’s understanding and relief activities of opium problem is significant in that it focuses on the opium policy in the civil level. Previous research mostly viewed the problem in the level of policy makers. Yuchi Kikuchi’s critical position with regard to Japanese colonies reveals the reality of Japan’s opium policy. He specifically points out the problems of Japan’s opium policy. His understanding of the opium problem and relief activities were distinct from those of government and policy makers.
