간도지역에 대한 만주국 건국 주체의 가장 큰 고심은 항일투쟁세력에 대한 통제와 일반인에 대한 만주국 국체의 선전에 있었다. 이것은 만주국의 치안과 직결되며 치안은 국가의 존립 자체를 결정하는 중요한 인자였다. 따라서 만주국은 행정조직 즉 간도성을 새롭게 설치하고 간도지역의 ‘치안문제’를 일신할 새로운 돌파구가 필요하였던 것이다. 간도협조회의 탄생은 이러한 배경 아래 진행된 것이다. 간도협조회는 1934년부터 1936년까지 연변지역의 항일무장세력과 항일유격대의 근거지를 와해시킬 목적으로 탄생한 친일단체이다. 일제는 만주국 성립 이전부터 만주지역에 경찰력을 확충하는 데 주안점을 두었다. 무엇보다도 정보력과 무장력을 겸비한 경찰력의 확보가 ‘치안유지’의 관건이었다. 특히 대한제국을 강점한 이후 조선총독부 경찰력을 만주에 이식하는 데 전념하였다. 이는 당시 만주지역에 대해서 영사관 부속 경찰력만으로는 지배력을 행사할 수 없었다는 점이 인정되었고 구체적으로 조선총독부 경찰력을 증원하게 된 것이다. 이렇듯 일제는 한반도 뿐만 아니라 대륙에까지 그들의 첨병역할을 충실히 수행하는 경찰들을 파견함으로써 한층 안정적인 정보를 수집할 수 있었다. 이러한 바탕에서 조직된 간도협조회는 항일유격대 근거지에 대한 철저한 파괴를 목표로 활동하였다. 이를 정리하면 다음과 같다. 간도협조회는 선전활동을 통해 심리전을 전개하였다. 이와 함께 ‘귀순공작도 수행하였다. 이는 정규경찰력만으로는 항일유격근거지를 파괴시킬 수 없다고 판단한 기조에서 나온 것이었다. 특히 선전활동은 단순히 간도협조회의 목적을 주지시키는 것이 아니라 항일유격대 근거지를 파괴하고 보다 많은 회원을확보하는 데 있었다. 또한 간도협조화는 민회나 그 밖의 친일적 단체와는 달리 직접 무장하고 이를 통해 항일유격대를 ‘토벌’하였다. 항일유격대와 전면전을 감행하였던 것은 특별공작대였으며, 그 중심에는 김송렬이 있었다. 이처럼 간도협조회는 연변지역을 근거로 확고하게 자리잡았던 항일유격대의 근거지를 통째로 흔들어 놓았으며, 이로 인하여 항일유격대는 그 근거지를 이동하지 않을 수 없었다. 항일유격대의 근거지 이동과 함께 그 기능성을 상실한 간도협조회는 1936년 12월 만주국 협화회로 흡수되었다. 요컨대 간도협조회는 항일무장세력 근거지인 간도지역의 특수성으로 탄생된 전투경찰기구이자 사찰경찰 성격을 띤 단체였다. ‘귀순공작’을 통해 온건한 이미지를 각인시켜주려고 하였으며, 한편으로 특별공작대를 파견하여 무자비한 탄압도 서슴지 않았다. 이러한 활동의 이면은 간도협조회를 통하여 ‘민족협화’를 구현하려는 데 있다고 볼 수 있다. 간도협조회 선언에서도 보았듯이 간도협조회는 편협한 민족주의를 극복하고 ‘민주국의 대이상’이라고 선전한 ‘오족협화’의 실현을 위해 장애가 되는 항일무장세력에 대한 탄압을 정당화하려고 하였다. 뿐만 아니라 만주국에서는 간도협조회의 활동을 한인 스스로의 ‘치료행위’라고 선전하였다.
