독립군의 국내 진공 작전은 일본군이 국경을 넘어 중국을 침범하게 된 주요 원인으로 작용하였다. 특히 1920년 3월 온성전투는 일본군의 국경 경비가 갖고 있는 문제점을 그대로 노출한 사건이라고 할 수 있었다. 1920년 3월 18일 새벽 일본군은 독립군의 국내 진공 작전으로 온성지역 내에서 우왕좌왕했을 뿐만 아니라 1명의 중상자까지 발생하였다. 말 그대로 참패였다. 반면 독립군의 국내 진공 작전은 말 그대로 치밀하게 준비된 작전이었다. 지형에 익숙한 독립군은 일본군의 배치를 역이용하기도 하였고, 기후와 자연 지형지물을 적절히 활용하였다. 이 과정에서 일본군은 계속해서 사상자가 발생하였고, 추가 증원이 필요한 상황이 되었다. 결국 일본군은 이러한 문제를 타개하기 위해서 국경을 넘어 중국 측 독립군 기지를 공격하는 방안을 모색하였다. 바로 봉오동 전투와 청산리 전역 등의 전개 과정이라고 할 수 있다.
