In the 14th meeting of the Conference of the Parties to the Basel Convention (April/May 2019), the Plastic Waste Amendments (PWA) was adopted. With the PWA officially entered into force in 1st Jan., 2021, this officially clarified that mixed plastic waste was within the scope of control of the Basel Convention because the transboundary movement of mixed plastic waste has caused unwanted environmental pollution in many receiving countries. As there is a common consensus that waste avoidance is the most environmentally desirable approach to tackle a waste problem and to address the root cause of the transboundary movement of mixed plastic waste which is generally perceived to be dirty, hard-to-recycle, or unrecyclable, countries and cities have proposed various “source reduction” measures to limit the use of plastic products, in particular, one-off plastic items. In this presentation, the latest proposal to limit one-off plastic items in Hong Kong (Environmental Protection Department, 2021) will be discussed and compared with the EU’s Single-use Plastic Directive (EU) 2019/904 for the former’s sufficiency in coverage and effectiveness.
