The purpose of this study is to propose plans for the community capitalization of public facilities that have been created as public resources to strengthen community capacity and revitalize a sustainable community.
To this end, along with the consideration of theories regarding community capitalization and literature reviews, public facilities designed for urban regeneration were divided by urban regeneration projects into ownership, operating entities, management types, operating programs, facility scale, etc. Then, the status of operation based on each item was analyzed accordingly.
Plans for the community capitalization of public facilities designed for urban regeneration were drawn not only through the analysis of the current status of Busan but an internal external case analysis as follow:
In promoting the community capitalization of shared administrative property, four plans were proposed: ① Powerful systems and policy supports are essential such as the U.K.’s Localism Act; ② A community shall be empowered to create the part or entire resources used to promote community capitalization; ③ There should be a mediator equipped with expertise in utilizing and administrating community capital, who may mediate between the administrative body and a community, along with the establishment of mid- and long-term development plans; ④ Integrated community capital management systems shall be built.
