Improving Management of Malodor in Communities

Policy measures for malodor management in Korea have been focused on places of business, and as a result, controlling malodor in communities is not entirely satisfactory. However, as civil petitions related to malodor caused by malodor from sewage and restaurants are increasing, interest in malodor is on the rise. The malodor problem in the city hinders the comfort in the living environment. The malodor problem is also an obstacle to the urban competitiveness of advanced environmental cities. However, the malodor problem, which can evaluate the comfort of the living environment, has not been surveyed on the emission and odor concentration. To manage the emission of malodor in communities in Busan, three basic measures are suggested in this paper. First, in the current status where basic materials regarding bad smells in our life are very scarce, a management system for a survey on malodor in communities shall be developed by investigating malodor-emitting places of business and the concentration. Therefore, policy measures shall be accompanied to organize and operate a community odor measurement network; run a mobile odor measurement vehicle, establish and manage a civic monitoring group, build a database on malodor-emitting places of business, and make a community malodor map. Second, measures shall be taken to minimize malodor emissions by controlling the source of bad smells in our living environments. This can be achieved by establishing a facility that can prevent malodor emitted from sewage disposal tanks, expanding separated sewers, installing a malodor prevention system inside a sewer, and supporting the installation of malodor reduction facilities. Lastly, there is a need for an institutional framework for a local government to promote policy measures for the prevention of malodor in communities such as an ordinance on malodor in a community prescribed in the Malodor Prevention Act. Thus, it is essential to enact an ordinance tentatively named 'Ordinance on Malodor Reduction and Management in Communities', improve civil complaint services related to malodor in communities, designate and manage a department responsible for petitions on community malodor, and share good examples of resolving civil complaints about malodor.
