In response to the global trends of globalization and localization, Busan Metropolitan City has set growth into a global city as a crucial urban vision or a development goal in every sort of city planning and promoted globalization policies accordingly. However, studies of the performances and diagnoses of the policies are not conducted sufficiently yet. This study is to propose ideas for the revitalization of exchanges with sister cities based on a diagnosis of relationships between Busan and its sister cities, thereby seeking for measures to improve its status as a global city. The globalization of Busan Metropolitan City can also be confirmed through the expansion of and frequent exchanges with sister cities, but there are limited aspects in evaluating the practical outcomes of the sister city systems. The revitalization of exchanges with sister cities requires the improvement of the systems for promoting exchange projects, the systemization of sister city exchange projects, and the expansion of foundations for sister city exchanges. More specifically, the following should be essential: enacting basic ordinances on promoting globalization along with relationships with sister cities as well as establishing comprehensive plans, establishing and pushing forward with exchange plans specific to regions and urban characteristics, organizing sister city information management, and strengthening human networks. Basically, in-depth research on sister cities needs to be conducted to realize those policies because plans for the use of sister city relationships can be arranged by understanding industrial structure, potential, development planning, and demand for exchanges with Busan, including basic characteristics of each city. In addition, information on sister cities should be shared by people from various fields. To do so, sister city portal sites should be developed, and professionals who will use the information ought to be cultivated as well.
