우리는 1991년 9월 18일 북한과 함께 유엔에 가입할 수 있었다. 우리의 유엔 가입은 한 마디로 국민적 축제였다. 대한민국의 유엔 가입을 위하여 노력하였던 나로서는 대한민국 국민으로서, 또한 외교관으로서 말할 수 없이 큰 보람과 기쁨을 느꼈다. 그러나 유엔 가입 30년이 지난 지금 우리 국민들이 유엔 가입의 의미에 대해 별로 신경을 쓰지 않는 것 같으며, 유엔 자체에 대해서도 큰 관심이 없어 보인다. 우리나라가 이제 명실상부한 선진국의 일원으로서 국제적 책임이 점점 더 커지는 상황에서 유엔에 대한 무관심은 바람직하지 않다. 유엔 가입 30주년을 맞이해 이제 우리는 유엔 외교에서 도약을 이룰 때가 되었다. 우리는 유엔을 통한 국제적 기여를 비약적으로 상향시켜야 한다. 이를 위해 가장 필요한 것 중 하나는 대한민국이 국제사회의 주변부가 아니라 중심부에 있다는 것을 우리 정부와 국민이 깨닫는 것이다. 우리의 인접 국가들 중에 워낙 세계 최강국들이 많다 보니 우리는 스스로를 여전히 약소국으로 생각하는 경향이 있다. 분단과 전쟁의 위협이 우리의 대담하고 적극적인 외교적 행보를 제약하는 것도 사실이다. 하지만 세계 전체적으로 볼 때 우리는 엄연한 경제 강국이며, 세계는 우리의 보다 적극적인 역할을 기다리고 있다. 이를 위해 우선 대개도국 지원 사업분담금을 대폭적으로 증액해야 한다. 특히 아프리카에 대한 원조를 높여 나가야 한다. 국제사회에 대한 재정적 기여 못지않게 중요한 것이 윤리적 기여이며, 그 핵심은 인류의 보편적 가치를 주도적으로 실천하는 것이다. 또한 우리 정부에 요청하고 싶은 것은 기후위기에 대한 인류적 대응에 앞장서주었으면 하는 것이다. GDP의 0.7% 원조 목표를 가능한 한 빨리 달성하기 위해 노력하고, 인류의 보편적 가치를 선도적으로 실천하자. 유엔에 더욱 많은 관심을 기울이고 한국의 유수한 인재들이 유엔 기구로 진출해야 한다. 필자가 사무총장을 할 때에는 한국인들이 유엔 본부에 많이 진출했지만, 내가 사무총장을 그만둔 후에는 상대적으로 저조하다. 한국인들이 유엔 본부에 많이 진출하는 것도 대한민국이 인류의 보편적 발전에 기여하는 유력한 길이다.

We were able to join the United Nations with North Korea on September 18, 1991. Our joining the United Nations was, in a word, a national festival. As a Korean citizen and diplomat, I, who worked hard for the Republic of Korea to join the United Nations, felt indescribable reward and joy. However, 30 years after joining the United Nations, it seems that the Korean people do not seem to care much about the meaning of joining the United Nations, and they do not seem to have much interest in the United Nations itself. Korea’s indifference to the United Nations is undesirable in a situation in which Korea’s international responsibility as a member of a de facto developed country is growing. As we celebrate the 30th anniversary of our accession to the United Nations, it is time for us to take a leap forward in United Nations diplomacy. We need to dramatically increase our international contribution through the United Nations. One of the most necessary things for this to happen is for our government and people to realize that the Republic of Korea is at the heart of the international community, not on the periphery. With so many world powers among our neighbors, we still tend to think of ourselves as weak. It is also true that division and the threat of war are limiting our bold and active diplomatic steps. But from a global perspective, we are an undisputed economic powerhouse, and the world is waiting for our more active role. To this end, first of all, it is necessary to significantly increase the share of support for developing countries. In particular, aid to Africa should be increased. Ethical contribution is as important as financial contribution to the international community, and its core is to proactively practice universal values of humanity. Also, what I would like to ask the Korean government is to take the lead in the humanitarian response to the climate crisis. Let’s strive to achieve the goal of aid of 0.7% of GDP as soon as possible, and take the lead in implementing the universal values of humanity. We need to pay more attention to the UN, and Korea’s top talents should advance to UN organizations. When I was Secretary-General, a lot of Koreans made their way to the UN headquarters and other UN-related organizations, but after I left, it was relatively low. The fact that many Koreans enter the UN headquarters is also a powerful way for the Republic of Korea to contribute to the universal development of mankind.
