한국과 아프리카 관계는 남아공, 에티오피아의 한국전 파병으로 시작되어, 1961년 코트디부아르와의 첫 수교 이후 현재 아프리카 54개국과 수교하고 있다. 한국은 아프리카의 지속가능한 발전을 위해 양자 유·무상 ODA를 지원해오고 있으며, 아프리카 내 평화·안보 정착을 위해 UN PKO군에 우리 병력을 파병하는 등 우호협력관계를 이어오고 있다. 아프리카는 19∼20세기 아픈 식민 역사를 딛고, 아프리카 주도의 성장과 발전을 위해 노력을 이어오고 있으나, 내전, 쿠데타, 테러, 불안정한 거버넌스 등 아프리카 내 정세 불안 요소는 상존하고 있다. 한편, 아프리카연합(AU)과 동아프리카공동체(EAC), 남부아프리카개발협력체(SADC), 서부아프리카경제공동체(ECOWAS) 등 지역경제공동체(RECs) 등은 아프리카 역내 통합 및 평화ㆍ안보 정착에 기여하고 있다. 2021년, 아프리카대륙자유무역지대(AfCFTA)가 발효하면서 아프리카의 경제적 잠재력은 다시금 주목받게 되었다. 아울러, 아프리카는 유엔 회원국의 1/4이상, 유엔 안보리 의제 중 약 40%를 차지하고 있어 국제무대에서의 영향력도 크다. 아프리카의 잠재력과 중요성을 인식한 미국, 일본, 중국 등 주요국들은 아프리카와 정상급 협의체 개최를 이어오고 있다. 올해 5월 새롭게 출범한 신정부는 우리나라를 전 세계의 자유, 평화, 번영에 기여하는 글로벌 중추국가(Global Pivotal State)로 변모시키겠다는 비전을 제시하였다. 우리 정부는 글로벌 중추국가로서 역할을 해나가는 과정에서 아프리카와 상호 호혜적ㆍ미래지향적 파트너십을 지향하면서, 경제, 개발협력, 평화ㆍ안보 등 다양한 분야에서 아프리카와의 협력을 확대해 나가고자 한다. 특히, 2024년 우리 정부 최초로 아프리카 54개국 정상을 초청하는 ‘한ㆍ아프리카 특별 정상회의’를 추진 중에 있으며, 동 특별 정상회의 계기 아프리카와의 실질협력이 한층 심화되기를 기대해 본다.

Korea-Africa relations began when South Africa and Ethiopia participated in the Korea War. Since establishing diplomatic ties with Cote d’Ivoire in 1961, Korea has established diplomatic relations with 54 African countries. Furthermore, Korea has been providing Official Development Assistance (ODA) for the sustainable development of Africa. Korea has also made efforts to strengthen friendly and cooperative relations with African countries by supporting peace and security in Africa, such as sending troops to the UN PKO forces. Overcoming the history of colonization in the 19th and 20th centuries, Africa has pursued Africa-led growth and development. However, factors of insecurity still exist, such as civil wars, coup d’etats, terrorism, and unstable governance. On the other hand, the African Union (AU), East African Community (EAC), Southern Africa Development Community (SADC), and Economic Community of West African States (ECOWAS) are working to achieve regional integration and establish peace and security across the continent. In 2021, with the African Continental Free Trade Agreement going into effect, Africa’s economic potential was once again highlighted. Because more than 25% of the United Nations member states are African countries, and over 40% of the United Nations Security Council agenda is related to Africa, the continent has significant relevance in the international arena. Major countries such as the US, Japan, and China have been holding summits with Africa in light of Africa’s potential and importance. Korea’s New Administration, launched in May 2022, proposed a vision to make Korea a “Global Pivotal State that advances freedom, peace, and security.” As Korea works to transform this vision into reality, Korea wishes to reinforce mutually beneficial and future-oriented partnership with Africa. In particular, the Korean Government would like to hold the “Korea-Africa Special Summit” in 2024 for the first time with 54 African countries in the hope of strengthening substantial cooperation between Korea and Africa.
