A Study on the Decision to Establish the ROK-US Combined Forces Commandduring the Carter Administration, 1977-1978

This Paper examined the reason why the Carter Administration eventually to reach an agreement of establishing the ROK-US CFC(Combined Forces Command), which discontinued talking at the end of the Ford Administration. First and foremost, the Carter administration desired to revive the Nixon Doctrine, restoring momentum in normalizing US-China relations. In addition to developing US-China relations, with the complete withdrawal of US forcesfromKorea, the Carter administration wanted the inter-Korean dialogue resumed by inducing a change in NorthKorea. However, the policy was adjusted to a conditional pull-out, and North Korea turned to an aggressive attitude.Meanwhile, Carter’s unilateral policy of withdrawing the USground forces from Korea altogether drew an extreme backlash from South Korea. To conclude, the US tried to bring about change from North Korea through the withdrawal plan of US ground forces in Korea with the improvement of US-China, but North Korea’s continuous uncompromising attitude and South Korea’s demand for Operational Control transfer following the withdrawal of US forces in Korea forced the US to make a strategic choice, the decision to establish the CFC, to secure its operational control.
