본 연구는 수소경제 및 수소산업의 의의를 살펴보고, 우리나라 수소경제 및 수소산업에 규제샌드박스 적용의 현황을 분석하여, 향후 방향을 제안하였다. 규제샌드박스 관련 국내 주요 선행연구들을 분석하여 우리나라 수소경제 및 수소산업의 규제샌드박스 현황을 분석하는 연구분석틀을 설정하였다. 우선허용/사후규제, 위원회 설치, 실증특례, 신속확인, 임시허가, 사후법령정비, 특구지정의 일곱가지 기준을 중심으로 현황을 분석하였다. 이를 바탕으로 향후 규제샌드박스 적용의 방향으로 규제형식의 자유화, 책임분배의 다원화, 합리적 정보관리, 실증 후 규범화를 제안하였다.

This study examines the significance of the hydrogen economy and industry, analyzes the current status of application of the regulatory sandbox to the hydrogen economy and industry in Korea, and proposes future directions. By analyzing major domestic preceding studies related to the regulatory sandbox, a research analysis framework was established to analyze the current status of the regulatory sandbox in the hydrogen economy and industry in Korea. The current situation was analyzed focusing on seven criteria: preferential permission/post-regulation, committee establishment, substantive exception, prompt confirmation, provisional permission, post-law reform, and special zone designation. Based on this, liberalization of regulatory form, diversification of responsibility distribution, rational information management, and standardization after demonstration were proposed as the directions of future application of the regulatory sandbox.
