등기제도는 거래 관계에 포함되는 제삼자에 대하여 권리 내용을 명확히 하여 거래의 안전을 도모하기 위한 것으로 국민의 재산권 및 권리 보장 등 국민의 삶과 밀접하게 관련되어 있다. 현재 부동산 등기제도의 근간이 되는 「부동산등기법」은 1960년 1월 1일 처음 제정된 이후 60여 년 동안 제도적으로 많은 변화를 거쳐왔다. 본 연구는 전국의 등기소에 산재되어 있는 등기제도 관련 학예 자료의 소장 현황 및 관리 실태를 파악하고 이를 기반으로 체계적 관리를 위한 시사점을 도출하고자 하였다. 이를 위해 전국의 등기소를 대상으로 설문조사를 수행하였다. 분석 결과 첫째, 다수의 등기소가 관련 학예 자료에 대한 정확한 수량을 파악하지 못하고 있었다. 둘째, 거의 모든 등기소는 학예 자료 관리를 위한 조직 및 인력이 없었다. 셋째, 학예 자료는 거의 모든 등기소에서 별도의 소장공간이 아니라 서고 또는 창고 내 일부 공간에 보관하고 있었다. 넷째, 학예 자료를 기반으로 하는 이용 및 활용 서비스는 거의 수행되지 않았다. 따라서 등기제도 관련 학예 자료 관리를 위한 체계를 마련할 필요가 있고, 해당 학예 자료의 수집원칙, 수집대상, 수집방법, 수집절차, 심의기준 등을 포함한 관리 정책을 개발할 필요가 있다. 이를 통해 등기제도 관련 학예 자료에 대한 체계적인 관리 기반을 마련할 수 있을 것이다

The registration system is to promote the safety of transactions by clarifying the rights of third parties involved in transactions, and is closely related to people’s lives, such as guaranteeing people’s property rights. The 「Real Estate Registration Act」, which is the basis of the current real estate registration system, was first enacted on January 1, 1960, and has undergone many institutional changes over the past 60 years. This study aims to identify the current status and reality of managing curatorial data related to the registration system scattered in registration offices across the country, and to derive implications for systematic management based on this. To this end, a survey was conducted targeting registration offices across the country. As a result of the analysis, first, many registration offices do not know the exact number of related resources. Second, there is almost no organization and manpower for the management of curatorial resources in the registration office. Third, the registration office does not store curatorial resources in a separate collection space. Fourth, there are almost no utilization services based on curatorial resources. Therefore, it is necessary to prepare a system for the management of curatorial resources in the registration office, and it is necessary to develop a policy that includes the collection principles, subject, collection method, collection procedure, and review criteria of the registration system-related curatorial resources.
