대규모 재정지출소요가 발생하는 통일 상황에서 재원을 어떻게 조달할 것인지는 중요한 문제이지만, 이와 관련된 기존 연구는 취약한 편이다. 통일이 언제 어떤 방식으로 이루어질 것인지에 대한 불확실성이 매우 크기 때문에 통일재원 조달방안을 구체적으로 제시하기에는 한계가 있지만, 본 연구에서는 통일재원 조달과 관련된 기본적인 개념 및 쟁점들을 정리하고자 한다. 본 연구의 제Ⅱ장에서는 통일재원 조달문제를 접근하는 시각에 대해 간단히 논의하고, 관련된 기존 연구들에 대해 검토한 후, 본 연구에서 문제에 접근하는 방향에 대해 언급한다. 제Ⅲ장에서는 통일재원 조달의 대안에 대해 정리하고, 재원 조달과 관련된 원론적인 원칙들에 대해서도 언급한 후, 최근 현안이 되었던 통일재원 사전 조성의 타당성에 대해 논의한다. 제Ⅳ장에서는 먼저 통일 방식에 대해 언급하고, 점진적인 통일 방안에서의 재원 조달문제에 대해 논의한다. 특히 점진적인 통일에서의 재원 조달문제가 비교적 급진적인 통일 방안에서의 재원 조달문제와 어떻게 다른가에 중점을 두어 논의한다. 제Ⅴ장에서는 비교적 급진적인 통일을 가정하고, 그 경우의 재원 조달방안에 대해 논의한다. 지출 감축이 제한적일 수밖에 없을 가능성을 감안하면, 재원 조달 논의에서 중요한 부분이 추가적인 재정수입 확보가 되므로, 이에 대해 논의한다. 이는 한 시점에서는 국채 혹은 증세를 통해 조달하는 것을 의미하며, 장기적으로는 어떤 방식으로 증세를 하는가 하는 문제다. 제Ⅵ장에서는 전체를 요약 정리한다.

In spite of the importance, few studies have dealt with the issue of financing unification costs in Korea in detail. Uncertainties about the ways and timing of unification is one of the reasons to make the discussion on the issue difficult. Even though this study can not overcome the inherent difficulty, this study tries to make one step forward in the discussion the issue. In Chapter Ⅱ, we survey some of the previous studies relevant to the issue, and show the direction that should be pursued in further discussion. Chapter Ⅲ lists options of financing unification costs and compare the pros and cons of each option. We also discuss whether funding before unification is necessary or rational. Chapter Ⅳ questions whether financing method should be different depending on the ways of unification. Chapter Ⅴ contains more detailed discussion on the ways of financing unification costs, assuming that we unification is rather more sudden. Chpater Ⅵ summarizes the discussion.
