본 연구는 6·25전쟁 초기 동해안 지역에서 한국 경찰이 수행한 전투에 주목했다. 북한군은 전쟁 초기 동해안 지역으로 비정규군인 제 766부대를 기습상륙 시켰고, 이어서 정규 사단인 제 5사단이 동해안 가도를 따라 남하했다. 최초 동해안 지역은 국군 제 8사단이 방어하였지만 북한군의 거센 공격에 철수했고, 이어서 제 3사단이 울진 일대부터 북한군의 공격을 방어했다. 하지만 이 지역에는 국군뿐만 아니라 비상경비사령부 예하 경찰대대도 함께 전투에 임하고 있었다. 특히 강원 경찰 5대대가 수행한 청송·진보 전투는 북한군의 우회 기동을 차단함으로써 국군 제 3사단이 포위되는 것을 막았고, 이를 통해 영덕과 포항을 방어할 수 있었던 것뿐만 아니라, 북한군의 최종목표인 ‘부산 점령’ 계획에도 차질이 생기게 하였다. 정규군과 비정규군이 혼재되었던 동해안의 복잡한 전투 현장에서 경찰 대대는 한 치의 물러섬도 없이 치열한 전투에 임했고, 이를 통해 국민의 생명과 안전을 지켜냈던 것이다.

This study focused on the battles carried out by the Korean police in the East Sea an area at the beginning of the June 25 war. In particular, the Battle of Cheongsong and Jinbo, carried out by the 5th Battalion of the Gangwon Police, prevented the encirclement of the 3rd Division of the Korean Army by blocking the North Korean army's diversionary maneuvers, which not only enabled them to defend Yeongdeok and Pohang, but also disrupted the North Korean army's plan to "Pusan," which was its ultimate goal. In the complex battle scene of the East Coast area, where regular and irregular troops were mixed, the police battalion fought fiercely without backing down, thereby protecting the lives and safety of the people.
