본 논문은 미래전 양상과 그 결정요인을 살펴보고, 한반도의 미래전은 어떻게 전개될 것인지를 예측해보는 데 목적이 있다. 미래전을 결정하는 다양한 요인들이 있지만, 그중에서도 가장 개연성있는 예측을 제공하는 과학기술의 발전에 주목한다. 본 논문은 사이버, 무인체계, AI와 빅데이터를 핵심적인 기술변수가 될 것이며, 이를 통해 미래에는 확장된 전쟁영역과 분산된 전투현장으로서의 ‘전쟁의 공간’, 기계에 의한 감시, 결심, 전투가 이루어지는 ‘전쟁의 수단’, 선제행동과 신속한 전투양상이 강조되는 ‘전쟁의 방법’이 달라질 것이라고 분석했다. 이는 다시 다차원전, 정보전, 비대칭전이라는 미래전 양상을 구성한다. 이같은 변화는 한반도에서도 나타나는데, 군사혁신을 통해 기술적 우위를 극대화하려는 남북한의 경쟁 속에서 극대화될 것이다. 이를 통해 도출되는 전략적 함의로는 남북한의 정치적 목표가 가지는 공세성이 유지될 것이고, 결정중심전을 수행하기 위한 방법과 수단의 구성적 발전, 공방균형의 역동적인 변화와 그에 대한 적응이 필요하며, 동맹을 넘어선 전략적 결합의 필요성이 강조된다.

The purpose of this paper is to analyze the determinants of future warfare and make predictions regarding the potential unfolding of war on the Korean Peninsula. While there are various factors that shape the nature of warfare, this paper places particular emphasis on the role of science and technology in shaping the future of warfare. The paper suggests that cyber, unmanned systems, AI and big data will serve as key technological variables that will transform the “space of war” into an expanded war zone and distributed battlefield, the “means of war” into machine monitoring, determination, and action, and the “ways of war” into preemptive action and rapid combat. These technological shifts will result in multidimensional warfare, information warfare, and asymmetric warfare. These changes will also impact the Korean Peninsula, where competition between the two Koreas to attain technological superiority through military innovation will be maximized. Consequently, the paper argues that strategic implications will include the maintenance of aggressive political goals by both Koreas, the development of decision-centric ways and means of carrying out war, dynamic changes in the offense-defense balance, and the need for strategic combinations beyond alliances.
